طراحی مدل اداره آموزش عمومی کشور با رویکرد حکمرانی

امروزه، آموزش عمومی به‌عنوان عامل توسعه در جوامع بشری مطرح است. به‌منظور توسعه و پیشرفت، توجه به آموزش عمومی و داشتن الگوی اداره مناسب امری ضروری و محتوم است. از این‌رو، هدف این پژوهش ارائه مدل برای اداره آموزش عمومی کشور با رویکرد حکمرانی است. برای دست یافتن به هدف اصلی این پژوهش، پس از تحلیل محتوا، مضامین حاصل از بررسی ادبیات نظری، اسناد بالادستی و مصاحبه نیمه‌ساختار‌یافته با خبرگان برای تدوین مدل از تکنیک معادلات ساختاریتفسیری استفاده شد. در این پژوهش، برای تشخیص متغیرهای پژوهش در بخش کیفی 15 نفر از خبرگان آموزش عمومی به روش نمونه‌گیری گلولهبرفی شناسایی شدند و مصاحبه با آن‌ها تا اشباع نظری انجام شد. پس از شناسایی شاخص‌های اولیه با استفاده از پرسش‌نامه ism الگوی اولیه پژوهش استخراج شد و پرسش‌نامه به‌طور تصادفی در اختیار 384 نفر از خط‌مشی‌گذاران و صاحب‌نظران آموزش و پرورش قرار گرفت. برای تحلیل داده‌ها از روش حداقل مربعات جزئی و نرم‌افزار smart pls استفاده شده است. نوآوری پژوهش نیز از آن‌رو بود که یک نگاه جامع‌نگر بر پژوهش حاکم بود و منابع مختلف ادبیات نظری، اسناد بالادستی و نظرات خبرگان برای واکاوی مضامین استفاده شد و در پایان، یافته‌های پژوهش مشتمل بر 11 مقوله اصلی و 46 مقوله فرعی شناسایی شدند که مضامین محوری مدل طراحی شده مشتمل بر مشارکت نهادی، مشارکت درونی، انعطاف‌پذیری ساختاری، انعطاف‌پذیری محتوایی، مرزیابی محیطی، سازوکارهای مفید، هماهنگی، انسجام‌بخشی محتوایی، بازخورگیری و نظارت، نظام فنی اجرایی و زیرساخت است.

Designing a Model of Public Education in Iran, a Governance Approach

Nowadays, Public education is considered as a factor of development in societies. To reach development and progress, paying attention to public education and having a proper administration model is essential. Therefore, the purpose of this study is to provide a model for public education administration, using a governance approach. To achieve the main purpose of this research, after content analysis, themes from the review of theoretical literature, upstream documents and semistructured interviews with experts, the technique of structuralinterpretive equations was used to develop the model. In this study, to identify the research variables in the qualitative section, 15 general education experts were identified by snowball sampling method and interviewed until theoretical saturation was obtained. After identifying the initial indicators, the initial research model was extracted using the ISM questionnaire. The questionnaire was randomly given to 384 policy makers and education experts. Minimal squares method and Smart PLS software were used to analyze the data. The innovation of the research was due to the fact that a comprehensive view of the research prevailed and various sources of theoretical literature, upstream documents and expert opinions were used to analyze the themes. Finally, the research findings consisted of 11 main categories and 46 categories. The central themes of the designed model include institutional participation, internal participation, structural flexibility, content flexibility, environmental grading, useful mechanisms, coordination, content coherence, feedback and monitoring, executive technical system and infrastructure.
