ارزیابی میزان ناب بودن عملیات در فرایند صدور پروانه ساختمان در شهرداری همدان

سازمان ها برای رقابت پذیری و کارایی عملیات در فضای امروزی، نیازمند فناوری و رویکردهای نوین هستند. تفکر ناب نگرشی برای افزایش بهره‌وری و ارزش‌آفرینی از یک سو و از سوی دیگر کاهش هزینه‌ها و هدررفت سرمایه‌ها است. مدیریت هر شهر مستلزم شناخت عوامل انحراف فعالیت‌ها است. در همین راستا، پژوهش حاضر، به ناب بودن فرایند صدور پروانه ساختمان در شهرداری همدان پرداخته است. در این پژوهش کاربردی، از پرسش‌نامه ای نیمه ساختارمند با 64 پرسش استفاده شده که به دنبال شناسایی اتلاف‌ موجود در فرایند کار است. جامعه آماری این پژوهش، دربردارنده 50 نفر از دست اندرکاران این فرایند است. 45 نفر به عنوان نمونه، به طور تصادفی انتخاب شدند. پایایی پرسش‌نامه با مقدار بیش از 0.8 برای شاخص آلفای کرونباخ تایید شد. نتایج به دست آمده، نشان داد که این فرایند در جامعه مورد مطالعه ناب نیست. میزان بالای اتلاف تعارض، معنادار تشخیص داده نشد اما معناداری این میزان درباره مولفه های اتلاف استخدام نادرست، سیستم پشتیبانی ضعیف، از دست دادن کارکنان، ارتقاء نیافتگی کارکنان، تعریف نکردن نقش ارباب‌رجوع، عدم آگاه‌سازی ارباب‌رجوع، سیستم اطلاعاتی نامناسب، ضعف رهبری مجموعه و در نهایت، سامان‌دهی ضعیف منابع انسانی تایید گردید. اطلاعات حاصل از ارزیابی عملکرد کارکنان در بهبود رویّه‌های منابع انسانی قابل استفاده است. آموزش کارکنان و پذیرش دیدگاه های آن‌ها، از میزان نگرانی درباره عدم آمادگی در برابر تغییرات می کاهد.

Measuring the Leanness of Operations in the Municipality of Hamedan; Identifying the Sources of Wastes in the Construction License Issuing Process

Organizations need to exploit modern technology and new approaches to be competitive and efficient. Lean thinking is an attitude to increase productivity and value creation on the one hand and reduce costs and waste of capital on the other. Managing a city requires monitoring the deviating factors in the operations. This study focuses on the leanness of the construction permit issuance processes in Hamadan Municipality.In this practical research, a semistructured questionnaire with 64 questions was used for identifying wastes in the construction permit issuing process. The research population includes 50 experts who had an active role in the processes. The sample was 45 experts, based on the Morgan table, who were chosen randomly. Cronbach Alpha Coefficient amounting 0.8 verified the reliability of the instrument. The results revealed that the processes under study were not lean enough in this organization. According to results, the high rate of conflict waste was not found to be significant. However, the significance of this amount was confirmed regarding the components of wastes in improper recruitments, weak support systems, employees’ turnover, noneducated employees, vague role of the clients, lack of customer awareness, weak information system, weakness in leadership, and improper organizing of human resources. Information obtained from the performance appraisals can be used in improving the HR procedures. Training staff and accepting their views reduces concerns about unpreparedness for change.
