آنچه کیفیت کشورداری را تهدید می‌کند: بدتصمیمی، بی‌تصمیمی، تصمیم‌گیری تاخیری

سرنوشت هر کشوری در پرتو تصمیم‌هایی رقم می‌خورد که حاکمان، خط‌مشی‌گذاران، مدیران و کارشناسان نظام حکمرانی و مدیریتی آن کشور اتخاذ می‌کنند. قانون اساسی یا قوانین مادر هر مملکتی، زیرساخت خط‌مشی‌های ملی آن مملکت است که بر اساس انواعی از تصمیم‌های راهبردی و عملیاتی هستی می‌یابند. برخی از این تصمیم‌ها صبغه حکمرانی (راهبری) دارند و برخی‌ها حامل محتوای مدیریتی یا عملیاتی هستند. این دو تصمیم مهم به ترتیب به وسیله حاکمان (خط‌مشی‌گذاران و کشورداران) و مدیران دولتی اتخاذ می‌شوند. بر این اساس «کیفیت کشورداری» و «مدیریت ملک و مملکت» به کیفیت این تصمیم‌ها بستگی دارد. در این میان تصمیم‌های راهبردی ملی که شالوده تک‌تک تصمیم‌های روزمره نظام راهبری و اداری هر کشوری است اهمیتی دوچندان دارد. بر این اساس اتخاذ «تصمیم‌های راهبردی بد»، «معطل گذاشتن تصمیم‌های راهبردی ملی» و درنهایت «اتخاذ با تاخیر تصمیم‌های راهبردی» سرنوشت کشورداری حال و آینده هر کشوری را تهدید می‌کند. در این مقاله، سه‌گان فوق مورد بررسی، دلالت‌های آن برای کشورداری ایران احصا، مختصات تصمیم‌های خوب ملی تشریح و پژوهش‌های آتی مورد نیاز در این زمینه مورد بحث قرار داده خواهد شد.

What Threatens the Quality of Governance: Bad Decision, NonDecision, Delayed DecisionMaking

The fate of any country is determined in the light of decisions made by the rulers, policymakers, managers, and experts of the governance and managerial system of that country. The constitution or the basic rules of any country are the infrastructures of that country’s national policies, which are based on a variety of strategic and operational decisions. Some of these decisions are raised at governance level, and some carry managerial or operational content. These two important sets of decisions are made by rulers (policymakers and statesmen) and public servants, respectively. Accordingly, the quality of governance and property and country administration depends on the quality of these decisions. Meanwhile, national strategic decisions, which are the basis of each and every day of the decisions of the governing and administrative system of each country, are doubly important. Therefore, making bad strategic decisions, delaying national strategic decisions, and finally making strategic decisions with delay threaten the fate of the present and future of any country. In this study, the abovementioned issues are examined, its implications for the Iranian state are reviewed, the characteristics of good national decisions will be described, and the future research needed in this field will be discussed.
