تاملی در چیستی « الگو » در الگوی اسلامی - ایرانی پیشرفت: مداقه‌هایی از منظر خط‌ مشی‌ گذاری عمومی

اگرچه ایران پیش و پس از انقلاب درگیر برنامه‌های متعدد توسعه بوده، اما موضوع توسعه هیچ‌گاه موضوع جدی محافل علمی ایران نبوده است. با وجود آنکه چندین حوزه دانشگاهی از جمله اقتصاد، جامعه‌شناسی، مدیریت دولتی، علوم سیاسی و مانند آن به ظاهر متصدی مباحث علمی این حوزه بوده‌اند، ولی در عمل پیشرفت جدی حاصل نشده است. شاید یکی از دلایل جدی آن، نبود یک حرکت منسجم و تعامل هم‌افزا بین کلیه رشته‌های مختلف دخیل در موضوع توسعه باشد. در این میان، برخی رشته‌ها جمع‌آوری‌کننده و تسهیلگر حرکت جمعی همه رشته‌ها به سوی نظامی از الگوها در توسعه هستند که در این مسیر هم چندالگویی را جایگزین تک‌الگویی کرده و هم اذهان عمومی را برای این تغییر آماده می‌کنند. یکی از بهترین رشته‌ها برای این حرکت، خط‌مشی‌گذاری عمومی است. سازوکار این تغییر در این پژوهش آمده است.

A Reflection on the Meaning of the Model in the Islamic Iranian Model of Progress: Contemplations from Public Policy Perspective

Although Iran has been involved in several development programs before and after the revolution, the issue of development has never been a serious concern in Iranian scientific communities. Despite the fact that several academic fields such as economics, sociology, public administration, and political science have apparently been responsible for this subject, no significant progress has been made in practice. Conceivably one of the main reasons is the lack of a coherent move and synergetic interaction among all involved fields pertinent to the subject of development. In the meantime, some fields collect and facilitate the collective movement of all fields toward a system of development models, in which multimodel system is replaced with monomodel system and public minds are being prepared for this change. One of the most preeminent fields for this change is public policy. The mechanism of this change is discusses in this paper.
