Abstract
background and aim: in today's complex and dynamic security environment, the effectiveness of governance systems depends more than ever on their capacity to produce, analyze, and intelligently exploit information. in this context, intelligence governance—as a macro-level mechanism—plays a pivotal role in preventing strategic surprise, enabling strategic decision-making, and managing uncertainty. the purpose of this study is to identify and explain the mechanisms of intelligence governance with a focus on the cyclical linkage among intelligence awareness, intelligence foresight, and intelligence dominance. method: this study is applied–developmental in purpose and qualitative in methodology, based on grounded theory. data were collected through semi-structured interviews with nine senior experts in intelligence, security, and strategic domains, and were analyzed through three stages of open, axial, and selective coding. theoretical saturation served as the criterion for terminating sampling. research validity was confirmed through data triangulation, participant review, and external auditing, while reliability was ensured through expert review of the coding process.results: the findings indicate that intelligence governance is a cyclical and multi-layered process in which intelligence awareness provides the foundation for monitoring and understanding the environment, information foresight enables scenario-building and uncertainty management, and intelligence dominance creates the capacity to exercise cognitive and operational power. institutional coherence, intelligence accountability, and an organizational intelligence community—as supporting mechanisms—play a decisive role in sustaining this cycle.conclusion: the final model of the study presents an integrated and systematic framework for anticipatory intelligence governance, which can enhance intelligent decision-making, strategic preemption, and institutional resilience in security and law enforcement systems. this framework is adaptable for transformation into executive policies, training programs, and performance evaluation indicators.
