چالش‌ های پلیس در جنگ ترکیبی

زمینه و هدف: پلیس یا سازمان انتظامی یکی‌از مهم‌ترین نهادهایی است که با تولید امنیت در کشور زمینه‌ساز پیشرفت و شکوفایی جامعه را فراهم می‌سازد. این نهاد خدمتگزار در دو دهه‌ گذشته و در برهه‌های مختلف در انجام وظایف ذاتی و قانونی خود با چالش‌هایی مواجه بوده‌است که این چالش‌ها ازسوی دشمنان جمهوری‌اسلامی‌ایران در قالب جنگ ترکیبی تحمیل شده‌است. با مدنظر قراردادن این موضوع، هدف‌از نگارش این مقاله، شناسایی چالش‌های پلیس در مقابله‌با جنگ ترکیبی است.روش: پژوهش حاضر به‌لحاظ هدف، کاربردی و به‌لحاظ نحوه گردآوری و ماهیت داده‌ها، از نوع پژوهش‌های کیفی و ازنوع اکتشافی است. ابزار گردآوری داده‌ها، مصاحبه ازنوع نیمه‌ساختاریافته است که با فرماندهان و مدیران سطوح عالی فراجا انجام گرفته‌است. روایی ابزار گردآوری داده‌ها به‌شکل صوری و محتوایی و پایایی آن، با لحاظ اجماع کدگذاران موردتایید قرار گرفته‌است. جامعه مشارکت‌کنندگان با اتخاذ رویکرد اشباع نظری به تعداد 16 نفر بوده‌است و برای تجزیه‌وتحلیل داده‌های به‌دست‌آمده، از روش تحلیل‌مضمون با رویکرد سه‌سطحی بهره‌برداری شده‌است.یافته‌ها: یافته‌ها نشان می‌دهد که فرماندهی انتظامی جمهوری‌اسلامی‌ایران برای مقابله‌با جنگ ترکیبی دشمن، با چالش‌هایی در ابعاد سازمانی، مدیریتی در نهادهای دولتی،‌ اجتماعی و زیرساخت عمومی، خلا قانونی و نیز بازیگران تاثیرگذار مواجه ‌است و برای مدیریت این چالش‌ها نیازمند برنامه‌ریزی و اتخاذ تدابیر متناسب و مرتبط است.نتایج: باتوجه‌به این موضوع که درحال‌حاضر، چارچوبی مشخص برای مقابله‌با جنگ ترکیبی دشمن در کشور وجود ندارد و با مدنظر قراردادن این موضوع که دشمن در هیچ برهه‌ زمانی، دست از دشمنی و خباثت خود نسبت‌به جمهوری‌اسلامی‌ایران برنخواهدداشت، نیاز است که پلیس به‌عنوان یک نهاد درگیر در این حوزه، ساختاری مطالبه‌گر در قالب یک قرارگاه رصد ابعاد جنگ ترکیبی دشمن در کشور پیاده‌سازی کند تا با شناسایی ضعف‌ها و خلاهایی که زمینه‌ساز آسیب‌های جنگ ترکیبی در کشور است، نسبت‌به پیشگیری لازم در این حوزه اقدام کند.

challenges faced by police in hybrid warfare

background and objective: the police, as a key institution ensuring national security, plays a critical role in fostering societal progress and prosperity. over the past two decades, this service-oriented organization has encountered challenges in fulfilling its inherent and legal duties. these challenges have been imposed by adversaries of the islamic republic of iran in the form of hybrid warfare. this study aims to identify the challenges faced by the police in countering hybrid warfare.methodology: this research is applied in purpose, qualitative in nature, and exploratory. data were collected through semi-structured interviews with senior commanders and managers of the law enforcement command of the islamic republic of iran. the validity of the data collection tool was confirmed through face and content validity, and reliability was ensured by consensus among coders. the participant pool comprised 16 individuals, selected based on the theoretical saturation approach. data analysis utilized a thematic analysis method with a three-level approach.findings: the results reveal that the law enforcement command of the islamic republic of iran faces challenges in organizational dimensions, management in governmental institutions, societal and public infrastructure, legal gaps, and influential actors in its efforts to counter hybrid warfare. addressing these challenges requires targeted planning and appropriate measures.conclusion: considering the absence of a specific framework for countering hybrid warfare in iran, and given the persistent hostility of adversaries toward the islamic republic, it is essential for the police, as a frontline entity, to establish a structure capable of monitoring the dimensions of hybrid warfare. this includes creating a specialized task force to identify weaknesses and gaps that enable hybrid warfare and implementing necessary preventive measures.
