ارائه الگوی راهبردی آمایش سرزمینی فراجا

زمینه و هدف: برنامه‌ریزی فضایی فراجا مبتنی‌بر شاخص‌های جمعیت و میزان وقوع جرم است و ویژگی‌های جغرافیایی سرزمینی در آن مغفول مانده‌است. هدف پژوهش حاضر، شناخت الگوی آمایش سرزمینی فراجا متناسب‌با ویژگی های جغرافیایی ایران است؛ به‌نحوی که بتواند حداکثر کارآیی را در تامین نظم و امنیت فراهم آورد.روش: پژوهش حاضر ازلحاظ هدف، کاربردی با رویکرد پژوهش ترکیبی (متوالی) است. مشارکت‌کنندگان در پژوهش را مسئولان ارشد فراجا و خبرگان حوزه آمایش انتظامی تشکیل می‌دهند. در بخش کمی، مصاحبه نیمه‌ساختاریافته با روش نمونه‌گیری هدفمند، درمجموع، با 28 نفر تا رسیدن به اشباع نظری به‌عمل آمد. در بخش کیفی، از تحلیل مضمون کلارک و براون و در بخش کمی، از جداول آمار توصیفی و پرسش‌نامه محقق‌ساخته استفاده‌شد. برای تجزیه‌وتحلیل داده‌ها از نرم‌افزارهای مکس‌کیودا و اس. پی. اس. اس. استفاده شده‌است. برای اعتباریابی در بخش کیفی، از روش توافق بین کدگذاران و در بخش کمی، از روش بررسی روایی صوری و محتوایی بهره‌گیری شد.یافته‌ها: مولفه‌های آمایش سرزمینی فراجا شامل توزیع و سازماندهی، تناسب ماهیت تهدیدها، تفکیک بین امنیت و انتظام، جغرافیای جرم، عدالت و برابری انتظامی و امنیتی، ادارک ذهنی ساکنان مناطق مختلف، توسعه انتظامی و مانند آن است که در چند گروه شامل جرم، جغرافیا، نظام سیاسی، جمعیت و اجتماع، مقدورات و محدودیت‌ها، نیروی انسانی و ماموریت‌های تخصصی پلیس‌ها جمع‌بندی و دسته‌بندی شده‌است.نتایج: الگوی مطلوب آمایش سرزمینی فراجا بر حسب 7 بُعد شامل جغرافیا، ژئوپولیتیک، روندهای آینده، جرم، سیاست و اجتماع، ماموریت‌های فراجا و منابع و محدودیت‌ها، 24 مولفه‌ و 107 شاخص‌ تعریف شد. ساختار اجرایی الگو به‌صورت لایه‌ گذاری پیشنهاد شد و مبنای آن، محدودیت‌هایی است که فراجا در زمینه نیروی انسانی، تجهیزات و امکانات با آن مواجه ‌است. این الگو شامل چند لایه اصلی به‌صورت زیر است: لایه اول شامل پوشش کل سرزمین با شاخص‌های عمومی، لایه دوم شامل پوشش کل جمعیت براساس نسبت‌های پایه، لایه سوم شامل توزیع نیروها، ابزارها و تجهیزات براساس اولویت‌بندی ماموریت‌ها و لایه چهارم شامل توزیع برمبنای جرایم تخصصی پلیس‌های تخصصی است.

a strategic model of land use in iranian police

context and purpose: spatial planning of police is based on population indicators and the rate of crime, and geographical-territorial features are neglected in it. the aim of the present research is to know the pattern of faraja land use in accordance with iran’s geographical features and social, cultural, economic and environmental differences, facilities, manpower and organizational structures that can achieve maximum efficiency in providing order and security.methodology: the current research is a combined (sequential) research in terms of its applied purpose and approach.  the statistical population of the research consists of the senior officials of faraja and experts in the field of law enforcement, which was conducted with the purposeful sampling method with a total of 28 people until the theoretical saturation was reached. in the qualitative part, clark and brown’s theme analysis was used, and in the quantitative part, a researcher-made questionnaire was used. max kyoda and spss software were used for data analysis.findings:the components of faraja’s territorial analysis include distribution and organization, appropriateness of the nature of threats, separation between security and law, geography of crime, justice and equality of law and order, mental perceptions of residents of different regions, development of law and order, etc., which in several groups include crime, geography , political system, population and society, capabilities and limitations, manpower and specialized missions of policemen are summarized and categorized.results: the ideal pattern of faraja territorial planning was defined in terms of society, faraja missions and resources and limitations, 24 components and 107 indicators. the executive structure of the model was proposed in the form of layering, and its basis is the limitations that faraja faces in the field of human resources, equipment and facilities.
