واکاوی نقش قاچاق موادمخدر در گسترش تروریسم بین‌المللی

زمینه و هدف: پیوند تروریسم و قاچاق موادمخدر که در ادبیات پژوهشی معاصر از آن با نام نارکوتروریسم یاد می کنند به‌مراتب آثار مخرب تری را نسبت به هر یک از ارکان تشکیل دهنده خود ایجاد می کند. اگرچه نظام حقوق بین الملل، روش حقوقی قدرتمندی را در مقابله بااین دو پدیده تدوین نموده‌است اما در عمل، این دو پدیده بیش ازگذشته با یکدیگر پیوند خورده اند و جامعه جهانی شاهد ظهور گروه های ترکیبی تروریستی موادمخدری بوده‌است. هدف اصلی در پژوهش حاضر، پرداختن به نقش قاچاق موادمخدردر گسترش تروریسم بین المللی است.روش: پژوهش حاضر ازنظر هدف، کاربردی و از نظر روش، توصیفی تحلیلی است و ازطریق مراجعه به منابع مختلف، ازجمله پژوهش های مرتبط و مطالعه اسناد حقوقی و با استفاده از ابزار فیش برداری به مطالب مرتبط را جمع آوری و سپس به توصیف و تبیین موضوع پرداخته است.یافته‌ها: اگرچه تامین مالی تروریسم ناشی از استفاده تروریست ها از عواید حاصل از مواد مخدر اصلی ترین کارکرد قاچاق موادمخدر در گسترش تروریسم بین‌المللی است؛ اما موادمخدر از جنبه های دیگری همچون تامین خدمات و نیاز های پشتیبانی، تضعیف و بی ثبات کردن جامعه، عضوگیری، کسب مشروعیت مردمی و کمک به تحریک اعضا جهت انجام عملیات های انتحاری، به رشد تروریسم یاری می رساند.نتیجه‌گیری: نظر به کارکرد های چند گانه قاچاق موادمخدر در گسترش تروریسم، ضرورت دارد که دولت ها ضمن پای‌بندی کامل به الزامات قانونی ملی و بین المللی ضد تروریسم و ضد موادمخدر، قطع پیوند تروریسم و قاچاق موادمخدر را در اولویت قرار داده و با همکاری و تبادل اطلاعات، به رهبری سازمان ملل‌متحد در این مسیر گام بردارند.

analyzing the role of drug trafficking in the spread of international terrorism

background and purpose: the connection between terrorism and drug trafficking, which is called narco-terrorism in contemporary research literature, creates many more destructive effects than each of its components. although the international legal system has formulated a powerful legal method to deal with these two phenomena, in practice, these two phenomena are more connected than in the past, and the international community has witnessed the emergence of combined terrorist-narcotics groups. the main goal of the current research is to deal with the role of drug trafficking in the spread of international terrorism.method: the current research is applied in terms of type and based on the purpose, it is descriptive-analytical, and the subject has been investigated by referring to various sources, including related researches and studying legal documents, and by using a phishing tool.findings: although the financing of terrorism is the main function of drug trafficking in the spread of international terrorism; however, drugs contribute to the growth of terrorism from other aspects, such as providing services and support needs, weakening and destabilizing society, recruiting members, gaining popular legitimacy, and helping to incite members to carry out suicide operations.conclusion: considering the multiple functions of drug trafficking in the spread of terrorism, it is necessary for governments to prioritize breaking the link between terrorism and drug trafficking while fully complying with national and international legal requirements against terrorism and drugs. and with cooperation and exchange of information, take steps in this direction under the leadership of the united nations.
