الگوی دیپلماسی مرزی جمهوری ‌اسلامی ‌ایران در مرزهای غرب کشور

زمینه و هدف: از مهم‌ترین ارگان‌هایی که نقشی مهم را در تعاملات مرزی با کشورهای هم‌جوار بر‌عهده دارد، فرماندهی مرزبانی جمهوری‌اسلامی‌ایران است. پژوهش حاضر به‌دنبال طراحی و تدوین الگوی دیپلماسی مرزی فرماندهی مرزبانی جمهوری‌اسلامی‌ایران در مرزهای غرب کشور است‌.روش‌شناسی: پژوهش حاضر به‌لحاظ هدف کاربردی و به‌لحاظ ماهیت و نحوه گردآوری داده‌ها از نوع توصیفی و کیفی است. ابزار گردآوری داده‌ها مصاحبه نیمه‌ساختاریافته استبا جامعه‌ای شامل فرماندهان (مرزبانان درجه یک دارای استوارنامه)، خبرگان و کارشناسان آشنا به موضوع پژوهش به تعداد 16 نفر به‌شرط اشباع نظری. تجزیه‌وتحلیل داده‌ها بااستفاده‌از روش تحلیل مضمون سه سطحی (مضامین پایه، سازمان‌دهنده و فراگیر) انجام گرفته است.یافته‌ها: یافته‌های پژوهش نشان می‌دهد که از نظر مشارکت‌کنندگان، الگوی دیپلماسی مرزی جمهوری‌اسلامی‌ایران در مرزهای غرب کشور شامل 4 مضمون فراگیر، 10 مضمون سازمان‌دهنده و 73 مضمون پایه است. مفاهیم سیاسی، امنیتی، فرهنگی اجتماعی و اقتصادی، مفاهیمی بودند که به‌عنوان مضامین فراگیر در این پژوهش استخراج شدند.نتایج: نتایج حاصل‌از تحقیق بالا بیانگر این است که مرزهای غرب کشور به‌دلیل اهمیت کارکردی و امنیتی خود، نیازمند تقویت تعاملات مرزی در قالب دیپلماسی مرزی است و الگوی به‌دست‌آمده در این پژوهش، چارچوبی را در جهت ارتقای تعاملات مذکور ارائه می‌دهد. ابعاد به‌دست‌آمده در این الگو نشان می‌دهد که توجه و سرمایه‌گذاری در این بخش‌ها ارتباط مستقیمی با امنیت پایدار داخلی دارد؛ چراکه تامین امنیت در نواحی مرزی به‌عنوان لایه اولیه امنیت دفاعی منجر به تقویت امنیت در کانون‌های مرکزی خواهدشد.

the pattern of border diplomacy of the islamic republic of iran in the western borders of the country

background and purpose: one of the most important organizations that plays an important role in border interactions with neighboring countries is the border guard command of the islamic republic of iran. the current research seeks to design and compile a model of border diplomacy of the border guard command of the islamic republic of iran in the western borders of the country.methodology: the current research is descriptive and qualitative in terms of its practical purpose and in terms of the nature and method of data collection. the data collection tool is a semi-structured interview with a community including commanders (first-class border guards with letter of credence), experts and experts familiar with the subject of the research in the number of 16 people under the condition of theoretical saturation. data analysis has been done using the three-level theme analysis method (basic, organizing and inclusive themes).findings: the findings of the research show that according to the participants, the pattern of border diplomacy of the islamic republic of iran in the western borders of the country includes 4 overarching themes, 10 organizing themes and 73 basic themes. political, security, cultural-social and economic concepts were the concepts that were extracted as overarching themes in this research.results: the results of the above research indicate that the western borders of the country, due to their functional and security importance, need to strengthen border interactions in the form of border diplomacy, and the model obtained in this research provides a framework to improve the aforementioned interactions. the dimensions obtained in this model show that attention and investment in these sectors are directly related to stable internal security; because providing security in the border areas as the first layer of defense security will lead to strengthening the security in the central centers.
