بازپژوهی و شناخت خاستگاه‌های پلیس هوشمند فناوری پایه؛ در جهت نظریه‌پردازی

زمینه و هدف: هوشمندسازی یکی از کلان‌روندهای جهانی است و فناوری‌ها نقشی تعیین‌کننده را در تحقق هوشمندی دولت‌ها، شهرها، سازمان‌ها و جامعه برعهده دارند و بر ابعاد سیاسی، اجتماعی، اقتصادی، انتظامی و امنیتی جوامع تاثیری مثبت یا منفی برجای می‌گذارند. طبیعی است که برقراری نظم و امنیت در یک جامعه هوشمند، نیازمند حضور یک پلیس هوشمند است تا بتواند ازطریق جمع‌آوری و تحلیل داده‌ها به پیش‌بینی، پیشگیری، بازدارندگی و درنهایت، اقدام هوشمند در مواجهه با جرایم منجر گردد. بررسی‌ها حاکی از این است که نبود یک نظریه بومی سبب شده‌است که تاکنون تلاش‌های انجام‌شده نتواند تصویری درست، شفاف و جامع از پلیس هوشمند ارائه نماید و براین‌اساس، برخورداری‌از تصویری روشن و توافق‌شده از هوشمندی فناوری پایه پلیس با‌استفاده‌از نمایه‌های روشن و مختلف، در جهت کاهش ابهامات و سردرگمی‌ها، بسیار راهگشا و بااهمیت است.روش: نوشته حاضر پژوهشی کیفی است که با رویکرد تحقیق در عملیات نرم و روش‌شناسی سیستم‌های نرم انجام‌ گرفته‌است و تلاشی است افزون بر کوشش‌های گذشته (باز پژوهی)، با هدف شناسایی خاستگاه‌های فناوری پلیس هوشمند به‌منظور نظریه‌پردازی، که بااستفاده‌از بررسی اسنادی و مطالعات کتابخانه‌ای و همچنین، تشکیل پانل خبرگی از نخبگان علمی و خبرگان سازمانی صورت پذیرفته‌است.یافته ها: نظریه پلیس هوشمند فناوری پایه، دارای خاستگاه نظری فناوی، خاستگاه نظری پلیس هوشمند و خاستگاه تجربی پلیس هوشمند است. نتایج: مفاهیم، مباحث فلسفی و دیدگاه‌های پیرامون فناوری، شاخص‌ها، نظریه‌ها و گفتمان‌های توسعه و به‌کارگیری فناوری، انقلاب‌های صنعتی، نقش فناوری اطلاعات در سازمان‌ها، سامانه‌های اطلاعاتی، فناوری‌های تحول‌آفرین، نظریه‌های پلیسی و شاخص‌های پلیس هوشمند، از مهم‌ترین خاستگاه‌های شکل‌دهی به نظریه پلیس هوشمند فناوری پایه به شمار می‌روند.
