الگوی اقتصاد درون ‪ زای سازمان انتظامی مبتنی‌بر اندیشه مقام‌ معظم‌ رهبری‬‬‬‬‬‬‬‬‬

زمینه و هدف: هر سازمانی باید برنامه و نحوه مدیریت اقتصادی خود را ترسیم و براساس الگوی خاص خود به پیشبرد اهداف سازمان بپردازد. این مقاله با هدف ترسیم الگوی اقتصاد فراجا مبتنی‌بر منظومه فکری مقام‌معظم‌رهبری تدوین شده‌است.روش: برای پاسخ به سوالات از رویکرد ترکیبی (از دو نوع کیفی) استفاده شد. ابتدا الگوی اقتصادی مقام‌معظم‌رهبری به‌شیوه تحلیل محتوای کیفی با مراجعه به بیانات اقتصادی از سال 1388 تا 1399 در حد اشباع نظری و بیانیه گام دوم انقلاب به دست آمد. سپس برای انطباق نظرات با وضعیت اقتصادی فراجا و کاربردی کردن شاخص های الگو در فرماندهی انتظامی، نظرات 25 نفر از خبرگان مرتبط با موضوع که به‌صورت هدفمند مبتنی‌بر معیار در حد اشباع نظری انتخاب شده و مصاحبه شدند، به‌دست آمد و الگوی اقتصادی فراجا استخراج شد. روایی پژوهش با معیار باورپذیری و پایایی آن با معیار اطمینان‌پذیری بررسی و تایید شد.یافته ها: الگوی مستخرج از بیانات مقام‌معظم‌رهبری شامل 8 بعد و 34 مولفه و 139 شاخص حاصل شد. نظرات نخبگان هم در 8 بعد مصرف، تولید، اقتصاد دانش بنیان، اقتصاد مقاومتى، مدیریت صحیح، عدالت،کنترل و نظارت، جلب مشارکت مردم، به‌صورت 16 مولفه و 113 شاخص استخراج شد.نتایج: الگوی مستخرج برای اقتصاد فراجا می تواند مبنای عمل قرار گرفته و راه‎کارهایی برای مدیریت اقتصاد سازمان انتظامی در دو جنبه کاهش هزینه ها و افزایش درآمدزایی در ابعاد هشت‌گانه که برگرفته از نظرات نخبگان است، پیشنهاد شد.

background and purpose: every organization must draw its own economic management plan and method and advance the organization’s goals based on its own model. this article is compiled with the aim of drawing the model of faraja economy based on the intellectual system of the supreme leader.method: a mixed multi-method approach (of two qualitative types) was used to answer the questions. first, the economic model of the supreme leadership position was obtained by qualitative content analysis by referring to economic statements from 1388 to 1399 to the extent of theoretical saturation and the statement of the second step of the revolution. then, in order to adapt the opinions to the economic situation of faraja and apply the indicators of the model in the police command, the opinions of 25 experts related to the subject, who were selected and interviewed based on the theoretical saturation criteria, were obtained, and the economic model of faraja was extracted. . the validity of the research was checked and confirmed with the believability criterion and its reliability with the reliability criterion.findings: the model extracted from the statements of the supreme leader included 8 dimensions, 34 components and 139 indicators. the opinions of the elites were extracted in the form of 16 components and 113 indicators in 8 dimensions of consumption, production, knowledge-based economy, resistance economy, correct management, justice, control and supervision, attracting people’s participation.results: the derived model for faraja’s economy can be the basis of action, and solutions for managing the economy of the police organization were proposed in two aspects of reducing costs and increasing income generation in eight dimensions, which are derived from the opinions of elites.
