طراحی الگوی به کارگیری ظرفیت نخبگان وظیفه کشور در نیروهای مسلح

یکی از مسائل اصلی نیروهای مسلح استفاده از ظرفیت نخبگانی کشور است. یکی از اقداماتی که ستاد کل نیروهای مسلح به‌منظور استفاده از ظرفیت نخبگان کشور انجام داده‌است، امکان انجام طرح‌های تحقیقاتی جایگزینِ خدمت سربازی است. طرح‌های جایگزین خدمت فرصتی را فراهم کرده‌است تا از ظرفیت نخبگان استفاده بهتری شود. استفاده از ظرفیت نخبگان کشور در حل مسائل نیروهای مسلح، بهبود نگاه نخبگان به نیروهای مسلح، جلوگیری از فرار نخبگان از کشور، کسب تجربه و یادگیری ناشی از ارتباط با سازمان‌های مختلف و... از مزایای طرح‌های جایگزین خدمت است. اما اجرای طرح‌های جایگزین خدمت، چالش‌هایی را با خود به همراه داشته است. یکی از این چالش‌ها، ضعف در انتخاب طرح‌ها توسط نخبگان و انتخاب نخبگان توسط نیروهای مسلح یا سازمان‌هاست. در این تحقیق، به‌منظور رفع چالش به‌هم‌رسانی ظرفیت نخبگان و نیاز نیروهای مسلح، 13 مورد مصاحبه با افراد دارای سابقه انجام طرح‌های احتساب خدمت و افراد خبره در حوزه سربازی نخبگان انجام شده‌است و علاوه‌بر مصاحبه‌ها، با مرور ادبیات این حوزه، الگویی برای به‌هم‌رسانی نخبگان و نیاز نیروهای مسلح به روش نظریه داده‌بنیاد طراحی‌ شده‌است. بر اساس این الگو، ایجاد بستر برخط به‌هم‌رسانی، حق انتخاب طرح توسط نخبگان و حق انتخاب نخبگان توسط سازمان‌ها و استفاده از نظام کارگزاران خصوصی و تخصصی می‌تواند چالش های به‌کارگیری ظرفیت نخبگان وظیفه را برطرف نماید.

designing a pattern of using the capacity of the country’s elites in the armed forces

one of the main issues of the armed forces is the use of the country’s elite capacity. one of the measures that the general staff of the armed forces has taken in order to use the capacity of the country’s elites is the possibility of conducting research projects as an alternative to military service. alternative service plans have provided an opportunity to make better use of elite capacity. using the capacity of the country’s elites in solving the problems of the armed forces, improving the elites’ view of the armed forces, preventing the elites from fleeing the country, gaining experience and learning from communication with various organizations, etc. are among the benefits of alternative service plans. but the implementation of alternative service plans has brought challenges. one of these challenges is the weakness in the selection of plans by the elites and the selection of the elites by the armed forces or organizations. in this research, in order to solve the challenge of bringing together the capacity of the elites and the needs of the armed forces, 13 interviews were conducted with people who have a history of carrying out service accounting projects and experts in the field of military elites. the requirement of the armed forces is designed by the method of database theory. based on this model, creating an online platform for sharing, the right to choose the plan by the elites and the right to choose the elites by the organizations and using the system of private and specialized brokers can solve the challenges of using the capacity of the elites.
