بازپژوهی انتظام ملی؛ چیستی و چگونگی در جهت نظریه‌پردازی

نظم که انتظام(به‌نظم‌شدن و نظم‌پذیری) و تنظیم(نظم‌دهی و نظم‌بخشی) بر محور آن شکل می‌گیرند به عنوان یک معقول ثانی فلسفی، یک نوع رابطه هماهنگ میان اجزای یک مجموعه، برای تحقق یافتن هدف مشخصی است؛ به‌گونه‌ای که هر جزئی از اجزای مجموعه، مکمل دیگری باشد و فقدان هر یک، سبب ‌شود که مجموعه، هدف خاص و اثر مطلوب را از دست بدهد. نظم در عرصه عمومی(عموم مردم و اجتماع) که سطحی از عرصه ملی است با مفاهیمی از قبیل امنیت، اخلاق عمومی و اخلاق حسنه پیشینه‌ای مرتبط دارد. نظم و انتظام، هدف غایی و فلسفه وجودی قانون قلمداد شده و نظم عمومی، موضوع محوری نظام‌های حقوقی و جامعه‌شناسی به حساب می آید. در فرهنگ قرآنی، کلیدواژه‌هایی شکل‌دهنده‌ شبکه معنایی نظم و بی‌نظمی هستند که بررسی آنها، ابعاد مختلف نظم را روشن می‌سازد. با ملاحظه تشریع در پرتو تکوین، انتظامی واحد(توحیدی) قابل‌درک است که درنتیجه، نظم تکوینی عالم، الهام‌بخش نظمی الهی در جوامع بشری قلمداد می‌شود. تلاش در نقض هر یک از تشریع و تکوین، ملازم با نقض دیگری است و با نقض آنها، اختلال در نظم امور و به‌اصطلاح فساد صورت می‌پذیرد. در نظریه‌پردازی در عرصه انتظام ملی ، شناخت دقیق چیستی و چگونگی و پویایی‌شناسی نظم و انتظام و تنظیم و امور مرتبط، تعیین‌کننده هستند. متن حاضر، کوششی افزون بر تلاش‌های گذشته(بازپژوهی)، در برخی عرصه‌های یادشده، در این جهت است.

order - which orderliness and regularization are based on it - is a kind of harmonious relationship between the components of a set, to achieve a specific goal , in such a way that each component is a complement to the other, and the lack of each one causes the set to lose its specific purpose and desired effect. order in the field of public (all people and society- an arena as part of the “national” arena) has a background related to concepts such as security , public morality and good morals . order and orderliness are considered the ultimate goal and existential philosophy of law, and public order is considered the central issue of legal systems and sociology. in the qur’anic culture, some keywords form the semantic network of order and disorder . by considering “legislation” in the light of “creation”, a single order (monotheism) can be understood, and as a result, the order of creation of the universe is considered to be the inspiration of divine order in human societies. in theorizing in the field of national order , the precise understanding of what and how of order and orderliness and regularization and related matters and also their dynamics are decisive. it seems that the present text is an additional effort to the past efforts (research/searching again/supplementary search), in some of the mentioned fields, in this direction.
