الگوی تعیین دکترین در طرح ریزی و برنامه ریزی راهبردی

در مقاله حاضر، یک چارچوب مناسب برای استخراج یا بازتعریف دکترین ارائه شده است. دکترین جهت‌گیری فرد/ بنگاه/ سازمان را در مواجهه با تصمیمات راهبردی تعیین می‌کند؛ از این رو، داشتن یک الگو برای تعیین دکترین در تصمیم‌گیری درست راهبردی تاثیری مستقیم دارد. برای این منظور، با انجام پژوهشی کتابخانه‌ای، مفاهیم مرتبط با دکترین گردآوری شد و با رویکرد تفسیرگرایی تحلیل گردید. سپس از راهبرد تحلیل تطبیقی استفاده شد تا ارتباط مفاهیم با یکدیگر و با دکترین استخراج شود. مطابق نتیجه این پژوهش، دکترین در واقع، اصول و بایسته‌های فرد/ بنگاه/ سازمان است که با تمرکز بر محیط تعیین می‌شود. آزمون صحه‌گذاری الگوی استخراج‌شده در یک کارگروه خبرگی با حضور 120 نفر از کارشناسان و مدیران طرح‌ریزی راهبردی سازمان‌های صنعتی برگزار شد و پس از تایید در کارگروه خبرگی، الگو برای تعیین دکترین در چندین پروژه طرح‌ریزی یا تصمیم‌گیری راهبردی مانند پروژه طرح‌ریزی راهبردی برای ترابری هوشمند جاده‌ای مورد استفاده قرار گرفت. در همه موارد استفاده شده، دکترین تعیین‌شده از دقت و کارآمدی خوبی برخوردار بود که در واقع، کاربرد مناسب الگو را نشان می‌دهد.

Pattern of determining doctrine in strategic planning and planning

In the present paper, a suitable framework for extracting or redefining the doctrine is presented. The doctrine determines the orientation of the individual / firm / organization in the face of strategic decisions; Hence, having a pattern for determining doctrine has a direct effect on making the right strategic decision. For this purpose, by conducting library research, concepts related to doctrine were collected and analyzed with an interpretive approach. Then the strategy of comparative analysis was used to extract the relationship between the concepts and the doctrine. According to the results of this research, doctrine is in fact the principles and requirements of the individual / firm / organization that are determined by focusing on the environment. The validation test of the extracted model was held in an expert working group with the presence of 120 experts and managers of strategic planning of industrial organizations After approval by the expert working group, the template was used to determine the doctrine in several strategic planning or decisionmaking projects (such as the Strategic Planning Project for Intelligent Road Transport). In all cases used, the designated doctrine had good accuracy and efficiency, which, in fact, shows the proper application of the template.
