الگوی بهبود مستمر فرآیندهای سازمان های دفاعی و امنیتی

بهبود مستمر فرآیندها که این مقاله الگوی کلی آنرا ارائه داده است روشگان جامعی جهت رفع نیازهای حیاتی اینگونه سازمان ها در این خصوص می باشد.مفاهیم نظری مرتبط با تحقیق، الگوها و رویکردهای مهندسی مجدد و بهبود فرآیندها، مطالعات تطبیقی در دو سازمان دفاعی و امنیتی( سپاه و نیروی انتظامی ) و نیز اقتضائات بهبود فرآیندها در سازمان های دفاعی و امنیتی می‌باشد. در نهایت الگوی مفهومی تحقیق در هفت مرحله 1شناسایی نیازها و بازخورد نتایج 2طرح‏ریزی و برنامه‏ریزی اجرا 3تحلیل مقایسه‏ای 4بهبود فرآیند‏ها 5مستند‏سازی فرآیند‏ها 6انتقال و تحویل 7 نگهداشت فرآیند‏ها، برای بهبود مستمر فرآیندها در قالب سی گام پیشنهاد شده است. این تحقیق از نوع توسعه ای و کاربردی بوده و رویکرد انتخابی در این تحقیق توصیفی / تحلیلی و اکتشافی می‏باشد، به‌منظور اعتبارسنجی یافته‏ها، پرسشنامه‏ای تهیه و بین خبرگان تجربی و دانشگاهی سازمان های دفاعی و امنیتی، توزیع و جمع آوری و با استفاده از نرم افزار spss و از طریق فنون آماری مورد تجزیه و تحلیل قرار گرفته است. نتایج پیمایش در قالب آمار توصیفی و استباطی با آزمون‌های مرتبط ( نرمال و t ) ارائه شده که بر اساس آن، تمامی مراحل و گام‏ها مورد تایید قرار گرفته است و در نهایت جمع بندی از تحقیق صورت گرفته و ضمن تبیین نتایج شامل هفت مرحله و سی گام و پیشنهاداتی توسط محقق جهت ارائه الگوهای تفصیلی بهبود مستمر فرآیند برای ارائه گردیده است.

A pattern of process continuous improvement for security and defensive organizations

A Pattern for continuous improvement of processes in security and military organizations Ali Mohammad Ahmadvand [1] Mohammad Reza Pouyandeh[2]   Abstract Continuous improvement of organization’s key processes is a simultaneous response to three matters: customerorientation, maintaining the maturity of organizations and introducing modern technologies especially information technologies to organizations. Usually, security and defensive organizations’ missions that are proportionate to their environment’s requirements are varied, complicated and risky. These missions are so numerous and delicate that we cannot accomplish them using other organization’s common performance levels and changing them requires considerable amount of flexibility, dynamism, agility in the processes and mission structures. Continuous improvement of processes presented in this article as a general pattern is a comprehensive method to satisfy the vital needs of such organizations. The current study’s main goal is introducing a pattern for continuous improvement of processes in defense and security organizations. To accomplish this goal, this study reviews the related literature and includes theoretical concepts related to research, patterns, reengineering and continuous improvement processes, comparative studies in the two security and defense organization (IRGC and police) and also the requirements of improving their processes. Finally a conceptual pattern for this research is proposed in seven phases as follows 1) Identification of requirements and results feedback; 2) Implementation Planning and programming;  3) Comparative analysis;   4) Improving Processes; 5)Documentation Processes; 6) Delivering and transferring and 7) Processes maintenance for their continuous improvement. These stages are implemented in 30 steps. This research according to its objective is a developmental and functional one and data gathering method is descriptive and analytical. A questionnaire was distributed among military academics and experts and the responses were analyzed by SPSS. Results have been presented by descriptive and inferential statistics such as Ttest. Based on these tests, all of phases and steps have been confirmed. Finally, in addition to describing these phases and steps, a number of proposals have been put forward and a detailed pattern for continuous improvement of processes is presented. [1]1.
