راهبردهای پیشگیری انتظامی از جرم با نگاه به آینده

زمینه وهدف: برای تغییرسازمان‌ها لازم است ابتدا تحول‌های جهان را شناخت و سپس دغدغه تغییررا درسطوح مختلف سازمان به‌وجود آورد. از‌این‌رو به‌کارگیری راهبردهایی که بتواند به اشراف پلیس برمحیط کمک کند، امری ضروری است. بنابراین هدف پژوهش حاضر، شناسایی راهبردهای پیشگیری انتظامی از جرم با نگاه به تغییرهای محیطی درآینده است. روش: پژوهش حاضر از‌نظر هدف، کاربردى و از‌نظر روش، توصیفى و از نوع پیمایشی است. جمع‌آوری داده‌ها به‌روش اسنادی و میدانی انجام شد. در روش میدانی، ضمن مصاحبه با نخبگان، ظرفیت‌های سازمان پلیس وجامعه، نقاط ضعف، قوت، فرصتهاوتهدیدهای بیرونی پیشگیری از جرم، به‌دست آمد. برای وزندهی به شاخص‌های به‌دست‌آمده، از پرسشنامه محقق‌ساخته استفاده شد. جامعه بخش کیفی، اساتید دانشگاه علوم انتظامی امین بودند. براساس اشباع نظری، با پانزده نفر مصاحبه شد. جامعه آماری بخش کمی مدیران پلیس بودند که در تدوین سیاست‌های پیشگیری از جرم مشارکت داشتند و با 93 نفر از آنها انتخاب شدند. یافته‌ها: مشارکت اجتماعی در تصمیم‌سازی‌های آینده پلیس و حمایت افکار عمومی جامعه دراولویت فرصت‌ها، ضعف مشارکت نهادهای فرهنگی و حمایت افکار عمومی جامعه از برنامه‌های آینده پلیس در اولویت تهدیدها، سازمان پیشرو در فناوری اطلاعات و تمرکز بر اقدام‌های کنشی در اولویت قوت‌ها و طراحی‌نکردن و اجرانشدن برنامه‌های کیفی متناسب با جرائم آینده و ضعف آموزش‌ها متناسب با جرائم آینده در اولویت ضعف‌ها قرار دارند. نتایج: نتایج پژوهش و روندهای فعلی حکایت از آن دارد که تهدیدها و ضعف‌های آینده، می‌تواند هدف‌های ترسیم‌شده را با چالش مواجه کند، از‌این‌رو تغییر سیاست‌ها وبازنگری برنامه‌ها می‌تواند روند بروزتهدیدها و ضعف‌های آینده را کند یا متوقف سازد.

Police futurelooking Crime Prevention Strategies   Abdorrahman Mirzakhani [1] Sayyad Darvishi  [2] ebrahim davoodi dehaghani [3]     Abstract Background and Aim: To change organizations, it is necessary to first understand the world developments and then create change concerns at different levels of the organization. Therefore, it is imperative to adopt strategies that can help the police have better understanding of environment. Thus, the purpose of the current study is to identify police’s crime prevention strategies with a look at future environmental changes. Methodology: This study is applied in terms of purpose and is descriptive and survey in terms of method. Data were collected using documentary and field methods. In the field method, while interviewing elites, capacities within police organization and community, a list of strengths, opportunities, opportunities, and external threats in crime prevention were obtained. To weigh the obtained indices, a researchermade questionnaire (containing 47 questions) was used. The study population in the qualitative section was the professors of Amin University of Medical Sciences who had at least five years of executive experience. Based on theoretical saturation, fifteen of them were interviewed. The statistical population was a small proportion of senior police officers involved in the formulation of crime prevention policies. Based on Cochran formula, 93 of them were selected and the research data were analyzed by SWOT method. findings: Social participation in future police decisionmaking and public opinion support are among priority opportunities; weakness of cultural institutions’ participation and public opinion support of future police priority are among threats; organization leadership  in information technology and focus on Actions are among strengths; and designing and implementing quality programs proportinate to future offenses and weaknesses are among weaknesses.
