نقش ناجا در هندسه جدید قدرت

در هندسه جدید قدرت، عوامل متعددی در تولید و ایجاد قدرت ایفای نقش می‏ کنند؛ اما این عوامل ناشناخته ‏اند و یا حداقل، به اندازه کافی تبیین نشده ‏اند.  مسئله تحقیق: نتایج این تحقیق به فرماندهان و استراتژیست‏ های ناجا کمک می کند که آثار تصمیم ‏های مختلف خود را ملاحظه کنند و در زمان لازم برای حفظ موقعیت ناجا در هندسه جدید قدرت تصمیم‏ های مقتضی اتخاذ نموده و پیش از وقوع حوادث ناخوشایند، برای آنها چاره‏ ای بیندیشند.  اهمیت تحقیق: هدف از انجام تحقیق حاضر، تبیین نقش ناجا به عنوان یک نهاد برخاسته از انقلاب اسلامی و یک دستاورد ارزشی انقلاب اسلامی در هندسه جدید قدرت ملی جمهوری اسلامی ایران است. این تحقیق به روش موردی‏ زمینه ‏ای انجام شده و علاوه بر آن، به منظور انجام تحلیل‏ های نظام مند کیفی از روش بررسی اسناد و مدارک علمی با رویکرد زمینه ای و روش تحلیل محتوا با هر دو رویکرد ژرفانگر و پهنانگر استفاده شده است. در این تحقیق، اطلاعات با هر دو روش کتابخانه‏ ای و میدانی و ابزارهای پرسشنامه و مصاحبه گردآوری شده است. جامعه آماری این پژوهش شامل خبرگان نظامی و انتظامی، استادان دانشگاهی و صاحب‏نظران با حداقل مدرک تحصیلی کارشناسی ارشد و 10 سال سابقه خدمت یا تدریس بوده است. حجم جامعه آماری تحقیق حاضر 79 نفرند که از این تعداد، برای انجام مصاحبه به 22 نفر و برای تکمیل پرسشنامه به تمام جامعه آماری مراجعه شد.  نتیجه تحقیق نشان می ‏دهد که در زمینه نقش‏ آفرینی در ابعاد قدرت ملی، ناجا در برقراری امنیت فضای سایبر کشور موفق عمل کرده است و برای نقش ‏آفرینی در بعد اجتماعی‏ فرهنگیِ قدرت ملی و برقراری امنیت اجتماعی در کشور و نقش ‏آفرینی در بُعد فضای سایبرِ قدرت ملی از توانایی خوبی برخوردار می باشد. با وجود این، توانایی نقش‏ آفرینی ناجا در بعد علمی‏ فناوریِ قدرت ملی و منطقه‏ گرایی آن محدود است. در زمینه برخورداری از دانش‏ های مورد نیاز، ناجا توانایی توسعه دانش‏ های مورد نیاز خود را داشته و به آنها دسترسی دارد. در خصوص حرکت ناجا به سوی جامعه‏ محوری که مهم ‏ترین نقش را در ایفای نقش در هندسه قدرت ملی بر عهده دارد ناجا با قوت‏ هایی مواجه است و مشارکت مردم با ناجا در حد نسبتاً خوبی است.

Role of NAJA in new power geometry

Abstract A number of factors play a role in the new power geometry to create and produce power. However, these factors are either unknown or at least have not been sufficiently explained.  Research problem: The findings of thiفs research study helps  Law Enforcement Force of the Islamic Republic of Iran’s (NAJA) commanders an strategists to observe the effects of their decisions and make necessary decisions on time so that NAJA’s status can be maintained in the new power geometry and think of solutions before unpleasant accidents happen.   Research importance: this study aimed at describing NAJA’s role as an organization arisen from Islamic Revolution and as a value achievement of  Islamic Revolution at the new national power geometry of I.R. of Iran. This study was implemented using case study method and in addition, to do systematic qualitative analyses, the researchers used scientific documents and proofs analysis with a contextual approach and content analysis method with both intensive and extensive approaches.   For the purpose of this research study, the data were collected using both library and field study methods and also questionnaire and interviews were used for this purpose. The sample population consisted of military elites, university teachers and experts who had at least MA diploma and 10 years of service or teaching experience. 79 people participated in this study who all of them filled the questionnaire and only 22 of them were interviewed.    Research results showed that regarding playing role at the national power dimensions, NAJA has been relatively successful in establishing security at the country’s virtual space and has a good ability to play a role at the socialcultural dimension of national power and to establish social security in the country. However, NAJA’s ability to play a role at the scientifictechnological dimensions of national power and its regionalism and also its ability to play a role at the military dimension of national power and establishing economical security in the country are limited. Furthermore, NAJA has some weaknesses in playing a role at the political dimension of national power that are caused by the lack  of professionalism in NAJA. Regarding equipping with the prerequisite knowledge, NAJA has the capacity to extend its needed knowledge and has access to this knowledge.  Regarding NAJA’s move toward community orientation that is almost its most important role in the national power geometry, it is facing a number of strengths and weaknesses. On one hand, people’s cooperation with NAJA is relatively satisfactory and it has suitable interactions with other pillars of society, and on the other hand, it pays low attention to the causes and factors producing crimes. In addition, it is facing the challenge of people’s low satisfaction of its performance, soft power and people’s mistrust. Overall, these factors have caused that the realization of communityoriented goals in NAJA be on an average level.
