چابکی در سازمان‌های رسانه‌ای (مقایسۀ وضع موجود و مطلوب در معاونت صدای سازمان صدا و سیما با رویکرد فازی)

هدف این مقالۀ، ارزیابی میزان چابکی معاونت صدای جمهوری اسلامی ایران و مقایسۀ آن با سطح مطلوب چابکی است. به‌منظور برآورد سطح فعلی چابکی سازمان در حوزه معاونت صدا و ارزیابی هر یک از قابلیت‌های موردنیاز یک سازمان چابک، در سال 1395، پرسش‌نامه‌ای بین 51 نفر از مدیران ارشد، مدیران میانی و کارشناسان معاونت مذکورکه با نمونه‌گیری تصادفی انتخاب شده بودند، توزیع شد. از سوی دیگر، با توجه به اینکه بیشتر معیارهای چابکی، با مفاهیم زبان‌شناختی تعریف‌ شده‌ و با احتمال چندگانه و ابهام، طبقه‌بندی شده‌اند، لذا برای ارزیابی سطح چابکی از منطق فازی استفاده کرده ایم. پس از ادغام مقادیر فازی «اهمیت» (حدّ مطلوب چابکی) و «عملکرد» (حدّ فعلی چابکی) مربوط به هر یک از معیارهای چابکی سازمان (شامل انعطاف‌پذیری، سرعت، پاسخ‌گویی و شایستگی)، سطح چابکی همۀ این معیارها «متوسط» ارزیابی شد در نهایت، با به دست آمدن مقادیر قطعی هر یک از قابلیت‌های فرعی چابکی، یعنی؛ 35 مشخصه‌ای که در پرسش‌نامه مطرح‌شده بودند، این مقادیر، رتبه‌بندی شده و شاخص‌هایی که حدّی پایین‌تر از سطح آستانۀ چابکی را به خود اختصاص داده اند، شناسایی و به‌عنوان مانع اصلی بهبود چابکی در این پژوهش معرفی شده اند، نهایتاً راهکارهایی نیز برای ارتقای سطح این شاخص‌ها در انتهای پژوهش ارائه شده است.

Agility in Media Organizations(A Comparison of Present Conditions & the Desired One in Radio Deputy of IRIB with a Fuzzy Approach)

The goal of this article is to evaluate the level of agility in Radio Deputy of IRIB through a comparison with the desired pattern of agility. In order to estimate the present level of agility in Deputy of Radio, and evaluating each of the necessary capacities of an agile organization, a questionnaire was distributed among 51 senior & middle managers, plus experts of the field via a random selection. On the other hand, noting that most of the agility features have been defined by linguistic concepts, being classified with multi layers of ambiguity & probability, therefore, a fuzzy logic was applied for evaluation. After combining the measures of “importance” (desired level of agility) and “function” (present level of agility) in relation to each of the agility features of IRIB (including: flexibility, speed, accountability & competency) the level of agility for all these features was evaluated as being Moderate. Finally, by acquiring the absolute measures of each ancillary capacity of agility, i.e., the 35 characteristics mentioned in the questionnaire, these measures were graded & those characteristics which gained a lower level from the threshold of agility were identified. These were introduced as the obstacles of improving agility. Ultimately, to improve the level of these characteristics some solutions are presented at the ending pages of this research.
