تبیین و ارزیابی شاخص‌های موثر بر ارتقای کارایی سیستم مدیریت پسماند مطالعه موردی: شهر یزد

مدیریت مناسب مواد زائد جامد شهری به‌عنوان یکی از مهم‌ترین مسائل زیست‌محیطی در سراسر جهان مطرح می‌باشد. مشکلات زیست‌محیطی و بهداشتی به وجود آمده بر اثر عدم مدیریت صحیح پسماند شامل افزایش بیماری، ازدیاد حیوانات ولگرد، آلودگی هوا، آب، زمین و غیره است. ازاین‌رو شناسایی شاخص‌ها و ارتقای کارایی سیستم مدیریت پسماند اهمیتی بسیار دارد. در پژوهش حاضر با رویکرد توصیفیتحلیلی تلاش شده است که ضمن تبیین و ارزیابی شاخص‌های موثر در دو بعد تولید تفکیک و جمع‌آوری حمل‌ونقل راهکارهای ارتقای کارایی سیستم مشخص شود. جهت گردآوری داده‌ها از پرسشنامه استفاده‌شده است. جامعه آماری سوالات مرتبط با شهروندان، کلیه زنان شهر یزد و جامعه آماری سوالات مرتبط با کارشناسان، کارشناسان سازمان پسماند، حوزه خدمات شهری و سازمان محیط‌زیست می‌باشند. تعداد 70 پرسشنامه توسط کارشناسان و 70 پرسشنامه توسط زنان خانوار تکمیل‌شده است. نتایج نشان می‌دهد آگاهی اجتماعی بر روی میزان تولید پسماند شهر یزد تاثیر داشته است؛ اما بر روی جداسازی و تفکیک پسماند موثر نبوده است. همچنین میزان درآمد و تعداد اعضای خانواده بر روی میزان تولید پسماند شهر یزد تاثیرگذار بوده است. استفاده از تکنولوژی مناسب و به‌کارگیری بخش خصوصی بر کارایی سیستم تاثیرگذار بوده است. تعداد دفعات و زمان جمع‌آوری پسماند در شهر یزد بر بعد جمع‌آوری و حمل‌ونقل تاثیری نداشته است. دلیل عدم تاثیرگذاری را می‌توان در کمبود تعداد دفعات و نامناسب بودن زمان جمع‌آوری پسماند خشک (یک روز در هفته) و همچنین جمع‌آوری پسماند تر به‌صورت روزهای زوج یا فرد هرماه و درنتیجه عدم رضایت شهروندان از نحوه جمع‌آوری برشمرد.

Explanation and evaluation of indicators affecting the efficiency of waste management system Case Study: Yazd City

management of municipal solid waste is one of the most important environmental issues at worldwide. Environmental and health problems caused by inadequate waste management include increase of disease and stray animals, pollution of air, water, land and more. Therefore, identifying the indicators and improving the efficiency of the waste management system is very important. In the present study,With a descriptiveanalytical approach has been attempted to identify and evaluate the effective indicators in two aspects of productionseparation and collectingtransportation for improving waste management system. The statistical population of questions related to citizens, all women in Yazd city and the statistical population is related to experts, experts of waste management, municipal services and environmental organizations. 70 questionnaires were completed by experts and 70 questionnaires were completed by household women.The results show that social awareness has an effect on the waste production in Yazd city, but it has not been effective on waste separation. In addition, the amount of income and the number of family members influenced the amount of waste production in Yazd City. The use of appropriate technology and the use of the private sector have had an impact on performance of system. The frequency and time of waste collection did not affect the collection and transportation dimension. The reason for the lack of impact can be due to the lack of frequency and inappropriate dry waste collection time (one day per week), as well as collecting wet waste as a couple or individual days per month is a reason for citizens’ dissatisfaction.
