تحلیل مسائل نظام نوآوری کلان‌شهر تهران با استفاده از روش نقشه شناختی فازی

نوآوری بازوی کلیدی حل مسائل عدیده شهرها در جهان معاصر است. امروزه رشد نوآوری بین شهرها عامل تعیین‌کننده افزایش رقابت‌پذیری و رشد محسوب می‌شود که این امر در بستر نظام‌های نوآوری شهری رخ می‌دهد. شهرها برای رشد نوآوری و افزایش شتاب انتشار و به‌کارگیری آن نیازمند شناخت مناسب از ابعاد، عوامل و مسائل نظام نوآوری شهری می‌باشند. در این پژوهش مسائل نظام نوآوری کلان‌شهر تهران بر اساس مبانی نظری و با استفاده از روش دلفی آنی در قالب سه دسته عوامل: 1زیرساخت‌های نوآوری؛ 2شبکه‌ها و تعاملات نوآوری و 3سیاست‌گذاری نوآوری شناسایی‌شده و با بهره‌گیری از روش نقشه شناختی فازی میزان اثرپذیری، درجه مرکزیت و میزان اثرگذاری هرکدام بر بهبود نظام نوآوری کلان‌شهر تهران سنجش شده است. نتایج پژوهش بیانگر این است که مسائل مرتبط با زیرساخت‌های نوآوری اهمیت بیشتری از دو بعد دیگر داشته‌اند که در این میان دو مسئله: عدم وجود شرکت‌های بزرگ فناوری و نوآور و کمبود نهادهای تحقیق و توسعه در بین سه مسئله اول قرارگرفته‌اند. هرچند که ضعف سیاست‌گذاری‌های مالی مشوق نوآوری شهری به‌عنوان یکی از مسائل سیاست‌گذاری نوآوری در رتبه اول قرارگرفته است اما مسائل مرتبط با زیرساخت‌های نوآوری شهری در کل نظام نوآوری شهری کلان‌شهر تهران پررنگ‌تر از سایر ابعاد می‌باشند.

Analysis of the Problems of Tehran Metropolitan Innovation System Using Fuzzy Cognitive Mapping

Innovation is the key in order to  solve  the problems of many cities in the contemporary world. Nowadays, the growth of innovation between cities is considered to be the determining factor in increasing competitiveness and growth, which occurs in the context of urban innovation systems. Cities need a proper understanding of the dimensions, factors and issues of the urban innovation system in order to increase innovation and accelerate the dissemination and application of it. In this research, issues of Tehran metropolitan innovation system are recognized as  three groups of factors , based on theoretical foundations and using the RealTime Delphi  method ; 1) Innovation infrastructures ; 2) Innovation interactions and Networks; and 3) Innovative policymaking and then ,degree of effectiveness, centrality and effectiveness of each factor on improving the innovation system of Tehran metropolis have been measured by fuzzy cognitive mapping method. Finally , results of the research indicate that issues related to innovation infrastructure are more important than the other two aspects, that the lack of large technological and innovative companies and the lack of research and development institutions are more critical  .However, the weakness of financial policymaking that promotes urban innovation  is ranked first, issues related to urban innovation infrastructures in overall Tehran metropolitan innovation system are stronger than other dimensions.
