تحلیل پیشران های کلیدی موثر بر تاب آوری اجتماعات محلی شهرستان مشهد در برابر تغییرات اقلیمی با رویکرد آینده‌پژوهی

تغییرات اقلیمی از مهم‌ترین چالش‌های قرن حاضر است که جوامع انسانی، به‌ویژه روستاها، را با تهدیداتی جدی مواجه کرده است. افزایش دما و تغییر الگوهای بارندگی، مستقیماً بر معیشت و پایداری جوامع محلی تاثیر می‌گذارند. در این راستا، تقویت تاب‌آوری اجتماعات محلی به‌ویژه با بهره‌گیری از رویکرد آینده‌پژوهی، ضرورتی حیاتی محسوب می‌شود. پژوهش حاضر با هدف شناسایی پیشران‌های کلیدی موثر بر افزایش تاب‌آوری روستاهای شهرستان مشهد در برابر تغییرات اقلیمی انجام شده است. این مطالعه از نوع کاربردی-توسعه‌ای و با ماهیت اکتشافی، با استفاده از روش آینده‌پژوهی تحلیلی-ساختاری صورت گرفته است. داده‌ها از طریق مصاحبه نیمه‌ساختاریافته با 19 نفر از خبرگان محلی با استفاده از روش نمونه‌گیری هدفمند گردآوری و سپس با استفاده از نرم‌افزار micmac و روش‌های پویش محیطی و تحلیل اثرات متقابل تحلیل شده‌اند. براساس نتایج به دست آمده 14عامل کلیدی سرمایه اجتماعی، افزایش دانش، آموزش و آگاهی از طریق توسعه فعالیت‌های آموزش، افزایش مشارکت و توسعه‌ی تشکل‌های مردمی و نهادهای محلی، افزایش درآمد و پس‌انداز، تنوع‌بخشی، حمایت از سرمایه‌گذاری و توسعه نظام‌های حمایتی، توسعه و تقویت زیرساخت‌های مناسب، رعایت ضوابط فنی، مدیریت بهینه منابع آب و خاک، استفاده از فناوری‌های نوین در مدیریت منابع، بسترسازی نهادی، مدیریت، مسئولیت‌پذیری و پاسخ‌گویی، ارائه تسهیلات و مشوق‌های فنی و مالی و تسهیل مقررات و شرایط دریافت و پرداخت وام‌ها، بیشترین نقش و تاثیر مثبت بر وضعیت آینده تاب‌آوری اجتماعات محلی شهرستان مشهد ایفا می‌کنند.

analysis of key drivers affecting the resilience of local communities in mashhad county against climate change using a futuristic approach

climate change is one of the most critical challenges of the 21st century, posing serious threats to human societies, especially rural communities. rising temperatures and shifting rainfall patterns directly affect the livelihoods and sustainability of local populations. in this regard, strengthening the resilienceof local communities, particularly through a futures studies approach, isconsidered as a vital necessity. this research was conducted with the aim ofidentifying the key drivers that enhance the resilience of the rural areas inmashhad county against climate change. the study is applied-developmentalin nature and exploratory in essence, using an analytical-structural futuresstudies method. the data were collected through semi-structured interviewswith 19 local experts selected by purposive sampling and then analyzed usingthe micmac software along with environmental scanning and cross-impactanalysis techniques. according to the results, 14 key factors play the mostsignificant and positive roles in shaping the future resilience of the localcommunities in mashhad county, including social capital, enhancement ofknowledge, education and awareness through expanded training activities,increased participation and development of grassroots organizations and localinstitutions, growth in income and savings, economic diversification, supportfor investment and development of support systems, development andstrengthening of appropriate infrastructure, compliance with technicalstandards, optimal management of water and soil resources, use of moderntechnologies in resource management, institutional capacity building,governance, accountability and responsibility, provision of technical andfinancial incentives, and facilitation of loan regulations and conditions.
