بررسی نقش بازیگران موثر در مدیریت بلند مرتبه‌سازی مناطق شمالی شهر اصفهان

امروزه بلندمرتبه‌سازی همگام با افزایش سریع جمعیت و به عنوان عامل پاسخ‌دهنده به نیاز مسکن، نقش مهمی در رفع نیازهای جمعیتی و توسعۀ فشرده شهری دارد. اما در کنار مزایای بلندمرتبه‌سازی، مشکلاتی مانند انزوای اجتماعی، ایمنی و امنیت، کاهش نورگیری و ...را به-وجود آورده است که به مدیریت هم‌جانبه نیاز دارد. در این راستا پژوهش حاضر به بررسی نقش بازیگران موثر بر مدیریت بلندمرتبه‌سازی در مناطق شمالی شهر اصفهان (مناطق 7، 8، 10، 12 و 14) می‌پردازد.تحقیق از نظر هدف، کاربردی و از نظر ماهیت و روش نیز توصیفی و تحلیلی می‌باشد. اطلاعات مورد نیاز از طریق مطالعات کتابخانه‌ای (چارچوب نظری) و همچنین میدانی (پرسش‌نامه بازیگر-بازیگر و بازیگر-اهداف) گردآوری شده است. نمونه تحقیق را متخصصین حوزۀ مربوطه (شهرداری، راه و شهرسازی، نظام‌مهندسی، محیط‌زیست) با توجه به ماهیت تحقیق، 25 نفر تشکیل داده است. اطلاعات پرسش‌نامه از طریق نرم‌افزار mactor (مکتور) (برای مشخص شدن بایگران و اهداف کلیدی در مدیریت بلندمرتبه‌سازی) تجزیه و تحلیل شده است. نتایج حاصل از تحقیق حاکی از آن است که شهرداری و راه و شهرسازی به عنوان بازیگران اثرگذار، نظام مهندسی و شهروندان به عنوان بازیگران اثر‌پذیر و نهایتاً محیط‌زیست به عنوان بازیگر دو وجهی شناسایی شده‌اند. با توجه به نقش سازندۀ شهرداری و راه و شهرسازی در مدیریت بلندمرتبه‌سازی مناطق شمالی شهر اصفهان، این دو سازمان با دنبال کردن اهدافی مانند نظارت بر ساخت و ساز و قانون‌مداری می‌توانند به نتیجه مطلوب دست یابند. بنابراین بایستی همگرایی بین شهروندان و شهرداری با سایر سازمان‌ها شکل گیرد تا اهداف آن مدیریت و برنامه‌ریزی شود

study the role of effective actors in the management of high-rise development in the northern areas of isfahan city

today, with the rapid increase in population and as a factor responding to housing needs, high-rise construction plays an important role in meeting population needs and intensive urban development. this has created a problem that requires simultaneous management. in this regard, the present study examines the role of the actors influencing the management of high-rise buildings in the northern areas of isfahan.the research is applied in terms of purpose and descriptive and analytical in terms of nature and method. the required data were collected through library sources (theoretical framework) and field studies (actor-actress and actor-goals questionnaire). according to the nature of the research, 25 people formed the research sample. they were experts in the relevant field (municipality, road and urban development, engineering system, environment). the questionnaire data were analysed through the mactor software so as to identify key stakeholders and goals in high-rise management). the results of the research indicate that the municipality, road and urban development, the engineering system, and citizens are effective actors, and the environment is a two-faceted actor. considering the constructive role of the municipality and road and urban development in the management of high-rise development in the northern areas of isfahan city, these two organizations can achieve the desired result by pursuing goals such as construction supervision and law enforcement. therefore, there should be a convergence of citizens and the municipality with other organizations for management and planning goals.
