الگوی مدیریت دانش در شبکه خط مشی گذاری حوزه انرژی کشور

با توجه به پراکندگی و تغییرات در بازیگران خط مشی گذاری کلان حوزه انرژی کشور و تاثیر دانش تخصصی و تجربه آنان در کیفیت خطمشی گذاری، عدم استقرار سیستم های منسجم مدیریت دانش در شبکه خط مشی گذاری این حوزه، دولت و سازمان های مربوط را مجبور خواهد کرد بخش عمده ای از هزینه های آزمون و خطاها و تجربیات قبلی را مجدداً برای خط مشی های بعدی نیز تقبل نمایند. از این رو پژوهش حاضر با رویکردی استقرایی و با بهره گیری از روش کیفی تحلیل مضمون و استفاده از نرم افزار maxqda به دنبال تدوین الگویی برای مدیریت دانش در شبکه خط مشی گذاری انرژی کشور است. بدین منظور پس از بررسی مبانی نظری و تحلیل اسناد و قوانین مربوط، با استفاده از روش نمونه گیری هدفمند با 19 نفر از خبرگان موضوع مصاحبه گردیده و بر اساس آنها ضمن شناسایی 99 مضمون پایه؛ 32 مضمون سازماندهنده و 7 مضمون فراگیر، و بررسی و تایید اعتبار نتایج و همچنین قابلیت اعتماد پژوهش با محاسبه درصد توافق مشاهده شده میان کد گذاری های مختلف، ابعاد و عوامل موثر بر مدیریت دانش در شبکه خط مشی گذاری حوزه انرژی شامل شبکه کنشگران، شبکه خط مشی، زیرساخت دانشی، اکتساب دانش، نگهداری دانش، تسهیم دانش، و به کارگیری دانش استخراج و ارتباط میان آنها در قالب الگویی ارائه گردیده است.

Knowledge Management Pattern in Energy Field Policymaking Network

Lack of establishment of coherent systems of knowledge management in energy policy making network, considering the dispersion and changes in the policy actors of this field and the effect of their specialized knowledge and experience on the quality of policy making, It will force the government and related organizations to undertake a chief part of the costs of the trial and error and previous experiences for the following policies again. Therefore, this research with an inductive approach and using the qualitative method of thematic analysis and using the MAXQDA software seeks to develop a pattern for knowledge management in the country’s energy policy making network. For this purpose, after examining the theoretical foundations and analyzing the relevant documents and laws, number of 19 people of experts was interviewed using the purposeful sampling method. Based on them, 99 basic themes; 32 organizing themes and 7 global themes have been identified. The validity of the results has been examined and the reliability of the research has been confirmed by calculating the percentage of agreement observed between different codings. Finally, the concepts; dimensions and factors affecting on knowledge management in the policy making network of the energy field including the network of Activists, policy network, knowledge infrastructure, knowledge acquisition, knowledge retention, knowledge sharing, and knowledge application, and their relationship with each other has been extracted and the final pattern of this research has been proposed.
