ابعاد موثر در توسعه دولت الکترونیک: مطالعه موردی سازمان امورمالیاتی شهر تهران

توسعه دولت الکترونیک از اولویت های سال های اخیر مدیران سازمان امورمالیاتی است که علیرغم رشد سرمایه گذاری ها در حوزه فناوری های اطلاعاتی  و ارتباطی و ضرورت توسعه دولت الکترونیک در این حوزه، تاکنون در ادبیات دولت الکترونیک  به شناسایی ابعاد موثر درتوسعه دولت الکترونیک پرداخته نشده و مورد غفلت واقع شده است.  لذا، هدف پژوهش حاضر بررسی ابعاد موثر در توسعه دولت الکترونیک در سازمان امورمالیاتی شهر تهران بوده است. این پژوهش از نظرهدف کاربردی و از نظر روش، ترکیبی از روش های کیفی و کمی بود. جامعه آماری در بخش کیفی 15نفر از خبرگان و متخصصان و دربخش کمی 1097 نفراز کارکنان سازمان امورمالیاتی شهر تهران بودکه با استفاده از فرمول کوکران 285 نفر به عنوان نمونه انتخاب شدند. دربخش کیفی روش نمونه گیری هدف مند ودر بخش کمی، روش نمونه گیری تصادفی طبقه ای استفاده شد. جهت گردآوری داده ها در بخش کیفی از روش تحلیل محتوا و تکنیک دلفی و نظر نخبگان و در بخش کمی، از پرسشنامه استفاده گردید.  به منظور تحلیل داده ها و تایید سازه الگو آزمون های خی دو تک نمونه و رتبه بندی فریدمن مورداستفاده قرار گرفت. نتایج پژوهش نشان داد که ابعاد موثر در توسعه دولت الکترونیک به ترتیب اهمیت عبارتند از:  فناورانه، سیاسی  قانونی، فرهنگی اجتماعی، سرمایه انسانی، سازمانی مدیریتی و اقتصادی  مالی.

Effective Dimensions in the Development of E-Government: A Case Study of Tehran Tax Affairs Organization

The development of Egovernment is one of the priorities of the managers of the tax affairs organization in recent years that despite the growth of investments in the field of information and communication technologies and the necessity of Egovernment development in this field, So far in the Egovernment literature, the effective dimensions in the development of Egovernment has not been identified and has been neglected. Therefore, the purpose of this study was to investigate the effective dimensions in the development of Egovernment in the tehran tax affairs organization. This research in terms of purpose applied and in terms of method, was a combination of qualitative and quantitative methods. The statistical population in the qualitative section 15 experts and specialists and in the quantitative section was 1097 employees of the tehran tax affairs organization that with using Cochran’s formula, 285 people were selected as a sample. In the qualitative section, purposeful sampling method  and in the quantitative section, stratified random sampling method was used. In order to analyze the data and confirm the model structure, chisquare and friedman ranking tests were used. The results showed that the effective dimensions in the development of Egovernment in order of importance are: technological, politicallegal, culturalsocial, human capital, organizationalmanagerial and economicfinancial.
