آینده‌ کلان شهر تهران در رتبه‌بندی‌های بین‌المللی

بیان مسئله: رتبه‌بندی شهری، در زمره‌ رویکردهای شهرسازی قیاسی ، با وجود نگرش تعمیم‌‌دهنده و همگن‌سازی که به تمامی شهرها فارغ از تنوع و تفاوت‌ها دارد، به یکی از دستورکارهای اصلی بدل شده است؛ تا از این طریق بتوانند در شاخص‌های بین‌المللی جایگاه ترین‌ برای خود فراهم ساخته، تصویر و آوازه بین‌المللی خود را ارتقاء داده و در نهایت به رقابت‌پذیری شهری دست یابند. چشم‌انداز تهران به‌مثابه جهان‌شهری فرهنگی، دانش‌بنیان و معیار در دنیای‌اسلام نشان از خواست متولیان‌توسعه در ارتقاء جایگاه جهانی این کلانشهردارد. حال آن‌که رتبه تهران در شاخص‌های‌بین‌المللی به ویژه در سال‌های اخیر از وضعیت مناسبی برخوردارنبوده و به نوعی روبه‌افول نیز هست. براساس مسئله طرح‌شده، دستورکار اصلی پژوهشِ پیشِ رو به آینده‌نگری وضعیت و جایگاه آتی کلانشهرتهران در رتبه‌بندی‌های بین‌المللی و عوامل اثرگذار بر این وضعیت اختصاص یافته است. در این رابطه، می‌کوشد در چهارچوب طرح پژوهش‌ هم‌بستگی و سببی به جمع‌بندی تحولات جایگاه تهران در رتبه‌بندی‌های بین‌المللی پرداخته، سپس با گزینش نیروهای محرک و اثرگذار بر افول و صعود جایگاه این کلانشهر، مدلسازی رگرسیونی رابطه میان رتبه تهران، به مثابه متغیر وابسته، و نیروهای اثرگذار بر این جایگاه به مثابه متغیرهای مستقل را در دستورکار قراردهد. در نهایت پس از شناسایی این رابطه وضعیت آتی را در قالب سناریوهایی آینده‌نگری‌کند. یافته ها و نتیجه گیری: دستاورد پژوهش دو سناریوی خوش‌بینانه صعود آرام و تدریجی وضعیت به جایگاه سال 2020 و دیگری نزول وضعیت به جایگاه سال 2016 را پیش‌بینی‌می‌کند. تحقق سناریوی بهبود وضعیت مستلزم ارتقاء شاخص‌های کلان اقتصاد سیاسی و بهبود اوضاع کلان اجتماعی-فرهنگی سرزمینی است. پژوهش سببی انجام‌شده نشان‌می‌دهد که عزم بین‌المللی مدیریت شهری در حضورپذیری موثر و مداوم در مجامع و موسسات معتبر رتبه‌بندی بین‌المللی از طریق فراهم ساختن و انتشار مستمر پایگاه داده معتبر، بهبود شاخص‌های مطرح و نیز تقویت دیپلماسی شهری کم‌اثر نبوده و می‌تواند حتی در فضای نامطلوب کلان اقتصاد سیاسی نیز جایگاه شهر را ارتقاء دهد.

urban ranking, among comparative urbanism approaches, has become one of the main agendas of those responsible for the development of the world’s megacities; in this way, they can provide themselves with the best international position, improve their international reputation, and finally achieve the city’s competitiveness. setting up the vision of tehran as a cultural, knowledge-based and standard city in the islamic world shows the serious determination of the main custodians of development in improving the global position of this metropolis. however, tehran’s rank in international indices has not been in a good position especially in recent years and it is also declining.this research will focus on tehran’s future position in international rankings and the influencing factors. by using th correlational and causality research design aims to analyze tehran’s changing international rankings through regression modeling, selecting the driving forces behind the city’s rise or fall, the future scenarios would be envisioned.the research paper predicts two scenarios, one of which is a slow and gradual change of the situation to the status of 2020 and the other of a decline of the situation to the status of 2016. carrying out the scenario of improving the situation definitely requires the improvement of the political economy and the overall socio-cultural situation. but it shows that the international determination of urban management is not ineffective in prestigious international and the strengthening of urban diplomacy can improve the position of the city even in the unfavorable macroeconomic and political environment.the research paper predicts two scenarios, one of which is a slow and gradual change of the situation to the status of 2020 and the other of a decline of the situation to the status of 2016. carrying out the scenario of improving the situation definitely requires the improvement of the political economy and the overall socio-cultural situation. but it shows that the international determination of urban management is not ineffective in prestigious international and the strengthening of urban diplomacy can improve the position of the city even in the unfavorable macroeconomic and political environment.
