بهینه‌سازی مکان‌یابی استقرار کاربری‌های شهری با روش‌های ترکیبی Delphi- Bwm- Promethee (نمونه موردی ایستگاه‌های آتش‌نشانی شهر اهواز)

بیان مسئله: با توجه به رشد روزافزون شهرها، افزایش جمعیت و متراکم شدن بافت شهری، لازم است که کاربری های شهری اضطراری از قبیل آتش‌نشانی به‌طور بهینه تعیین موقعیت شوند تا به‌خوبی و به‌سرعت بتوانند پاسخگوی تقاضاها باشند. این مسئله ازآن‌جهت حائز اهمیت است که این تسهیلات، برای خدمات‌رسانی امدادی ایجاد می‌شوند پس باید به‌خوبی بتوانند تمام ناحیه تقاضا را پوشش دهند، لذا این پژوهش بر آن است تا ضمن شناسایی مهم ترین معیارهای موثر بر مکان‌یابی ایستگاه‌های آتش‌نشانی که با شرایط شهر اهواز بیشترین تطابق را داشته باشند، آن‌ها را اولویت بندی نماید. هدف: مقاله حاضر با هدف بهینه‌سازی مکان‌یابی استقرار کاربری‌های شهری تدوین شده است. روش:در این پژوهش با مروری عمیق و گسترده در ادبیات پژوهش، مهم ترین معیارهای به‌کاررفته در مکان‌یابی ایستگاه‌های آتش نشانی شناسایی و استخراج گردید. سپس به‌منظور تطبیق و ویژه سازی معیارهای شناسایی‌شده در مرحله قبل، از تکنیک delphi استفاده کرده و معیارهایی که خبرگان اختلاف‌نظر کمتری بر روی آن‌ها داشتند، انتخاب شدند. آنگاه، به‌منظور وزن دهی و اولویت بندی معیارهای انتخاب‌شده در مرحله قبل، یکی از تکنیک های نوین و کارای تحقیق در عملیات به نام تکنیک بهترین_بدترین (bwm) بکار برده شد. درنهایت، با استفاده از تکنیک promethee چهار مکان بالقوه احداث ایستگاه آتش نشانی رتبه بندی شدند. یافته‌ها: نتایج نهایی حاصل از وزن دهی به معیارها حاکی از آن بود که معیارهای تعداد روستاهای حاشیه ای (تعداد روستاهای تحت حوزه استحفاظی آتش‌نشانی شهر)؛ مراکز مسکونی (محله‌هایی با ساختار مسکونی، شهرک‌ها و برج‌ها)؛ و فاصله مسافتی به ترتیب با اوزان 0.092، 0.088 و 0.068 جایگاه های اول تا سوم اهمیت را به خود اختصاص داده اند. نتیجه گیری: حاصل از رتبه بندی مکان های بالقوه نشان داد که مکان مربوط به منطقه پاداد واقع در بلوار آیت الله بهبهانی مناسب ترین مکان به منظور احداث ایستگاه آتش نشانی است. مکان های مربوط به سه‌راه خرمشهر، کوی فرهنگیان و منازل صنایع فولاد به ترتیب در اولویت های دوم تا چهارم جهت احداث ایستگاه آتش‌نشانی قرار گرفتند.

Optimizing the location of urban uses with combined methods Delphi-BWM-PROMETHEE (case study of Ahvaz fire stations)

Ahwaz made the most adjustments according to the conditions, according to the priorities. Objectives: The present paper aims to optimize the selfconfidence of urban uses on rankings. Methodology: with a deep and extensive overview in the research literature, the most important criteria used in the locating of fire stations Identified and extracted. Then, in order to fit the criteria identified in the previous step, The Delphi technique is used and the criteria that Experts had less disagreement on them were chosen. In order to weigh and prioritize the criteria selected in the previous step, one of the most effective and innovative techniques in operation research Named Best Worst Method (BWM) was used. Finally, using the PROMETHEE technique, four potential locations for fire station construction were ranked. Results: The final results from weighting the criteria indicated that The number of villages in the margin (the number of villages under the fire protection area of the city); Residential centers (neighborhoods with residential structures, settlements and towers); and distance (distance between stations from places with potential fire) respectively with weights of 0.092, 0.088 and 0.068 have been allocated in The first to third places. Conclusion: The results of the ranking of potential locations showed that the location of the Paddah area located at Ayatollah Behbahani Boulevard is the most suitable location for the construction of a fire station. Subsequently, the locations of the Khorramshahr, Koi Farhangian, and steel houses’ highways were ranked second to fourth respectively for the construction of the fire station.
