تحلیلی بر تحقق ‌پذیری شاخص ‌های زیست محیطی طرح جامع شهر اردبیل

امروزه تهیه و اجرای طرح ‌های توسعه‌ی شهری، به عنوان ابزار و راه‌حل منطقی و عملی بسیاری از کشورها، برای فائق آمدن بر مسائل و مشکلات شهرها و نواحی شهری و بهبود شرایط زیستی و کالبدی آن‌هاست. شهر اردبیل و کشور ایران نیز از این امر مستثنی نیست و در واقع هدف اصلی این تحقیق تحلیل پیشنهادات طرح جامع شهری اردبیل در بعد زیست محیطی است. در همین خصوص روش تحقیق مورد استفاده در این پژوهش آمیخته (کمی و کیفی) است. جامعه‌ی آماری تحقیق کارشناسان و خبرگان حوزه شهری می‌باشند که بر اساس روش نمونه‌گیری انتخابی و گلوله‌برفی از 100 نفر از آنها پرسشنامه تکمیل شده و داده‌های گردآوری شده با استفاده از آزمون t تک نمونه‌ای در قالب نرم افزار spss تجزیه و تحلیل شده است. در همین راستا، نتایج به دست آمده از بررسی‌های اسنادی، مشاهدات میدانی، مصاحبه و تکمیل پرسشنامه‌ای خبرگان نشان داده که طرح‌ جامع شهری اردبیل موفق نبوده‌ است. با عنایت به پیشنهادهای زیست محیطی طرح جامع و پیشبرد آن‌ها تا افق طرح (1400)، می‌توان چنین نتیجه گرفت که میزان تحقق پیشنهادهای زیست محیطی طرح جامع شهر اردبیل در حد متوسط بوده است و اینکه ترسیم چشم‌انداز شهر سبز برای اردبیل 1400، محقق نشده است. شهر اردبیل در وضعیت کنونی با مجموعه‌ای از مسایل زیست محیطی درگیر است، که نشان‌دهنده ناپایداری شهر اردبیل در زمینه این زمینه می‌باشد. لذا در راستای تحقق اهداف طرح های توسعه‌ای پیشنهاد شده است که در کنار پیش‌بینی بودجه مکفی و مشخص کردن مسول تحقق هر پیشنهاد، ضمانت‌های اجرایی-اقدامی لازمه نیز در نظر گرفته شود.

analysis on the realization of the environmental indicators of the comprehensive plan of ardabil city

nowadays, the preparation and implementation of urban development plans, as a logical and practical tool and solution of many countries, is to overcome the problems and problems of cities and urban areas and to improve their living and physical conditions. the city of ardabil and the country of iran are not exempted from this and in fact the main purpose of this research is to analyze the proposals of the comprehensive urban plan of ardabil in the environmental dimension. in this regard, the research method used in this research is mixed (quantitative and qualitative). the statistical population of the research is the urban area experts, based on selective and snowball sampling, 100 of them completed a questionnaire and the collected data was analyzed using a one-sample t-test in spss software. in this regard, the results obtained from document reviews, field observations, interviews and experts' questionnaires have shown that the comprehensive urban plan of ardabil has not been successful. considering the environmental proposals of the comprehensive plan and advancing them to the horizon of the plan (2021), it can be concluded that the degree of realization of the environmental proposals of the comprehensive plan of ardabil city was average and that drawing the vision of the green city for ardabil 2021, the researcher has not been ardabil city is involved in a series of environmental issues in the current situation, which shows the instability of ardabil city in this field. therefore, in order to achieve the goals of the development projects, it is suggested that, along with predicting a sufficient budget and identifying the person responsible for the implementation of each proposal, the necessary operational guarantees should also be considered.
