سنجش اثرات اجتماعی-اقتصادی، ایجاد یک فعالیت جدید در ساختار اقتصاد منطقه‌؛ مطالعه موردی استان گیلان

نگاهی به آمارهای سری زمانی حساب‌های منطقه‌ای مرکز آمار ایران، نشان می‌دهد که در آینده نزدیک، برخی از بخش‌های اقتصادی وارد حساب‌های منطقه‌ای در استان‌های خاص کشور خواهند شد. به‌رغم آنکه ظهور بخش جدید در برخی از مناطق ایران نیز موضوعیت داشته، اما سنجش ظهور بخش جدید بر اقتصاد یک منطقه، تاکنون مورد توجه پژوهشگران داخلی کشور قرار نگرفته است. مثال بارز ظهور بخش جدید در اقتصاد یک منطقه، ساخت خطوط راه آهن شهری در استان گیلان است. در این راستا، سوال اصلی در این مطالعه آن است که اثرات بالقوه اقتصادی ورود بخش جدید راه‌آهن بر میزان تولید سایر بخش‌های استان گیلان به چه میزان خواهد بود؟ برای پاسخ به این سوال، تلاش شده تا آثار و تبعات اقتصادی- اجتماعی ورود بخش جدید راه آهن به اقتصاد استان گیلان در قالب دو رویکرد تقاضا به ستانده و رویکرد ستانده به ستانده همراه با مقایسه اشتغال زایی بخش‌های استان گیلان قبل و بعد از ورود بخش راه‌آهن، مورد ارزیابی قرار گیرد. نتایج، حاکی از آن است که با ورود بخش راه‌آهن، ستانده سه بخش «انبارداری و فعالیت های پشتیبانی»، «حمل‌ونقل جاده‌ای» و «سایر صنایع»، بیشترین افزایش را بین بخش‌های اقتصادی استان گیلان خواهند داشت. همچنین ظهور بخش راه‌آهن به اقتصاد استان گیلان، توان اشتغال‌زایی بخش‌های «خدمات مسافرتی»، «کشاورزی» و «حمل‌و‌نقل آبی» را به‌طور بالقوه، بیش از سایر بخش‌های اقتصادی استان افزایش خواهد داد.

evaluation of social- economic impact of creating a new activity in the economic structure of the region؛case study of gilan province

a close look at the time series of the regional accounts of the statistical center of iran suggests that in the near future, some economic sectors will enter the regional accounts of particular provinces. despite the fact that the emergence of a new sector in some regions of iran has been also highlighted, the investigation of the emergence of a new sector in a region has not yet been considered by domestic researchers. a clear example of the emergence of a new sector in a region is the construction of the city railway tracks in the province of gilan. in this context, the main question of this article is that what are the potential economic impacts of the entry of the new railway section on the output of other parts of gilan province? in order to answer the abovementioned question, we evaluate the socioeconomic consequences of the entry of new railway section into the gilan province in the form of two approaches of demand-to-production and production-to-production, as well compare the job creation of gilan province before and after the entrance of railway section. the results demonstrate that with the entrance of the railway section, the output of the two sections of “warehousing and support activities”and“land and pipeline transportation” will have are the largest increase in the economic sectors of the gilan province. also, it will potentially increase job creation potential of “gas and water supply”, “water transportation”, “travel services” and “basic metals”more than other economic sectors of the province.
