بررسی و تحلیل رابطه‌ بین توزیع مناسب فرصت‌ها و توسعه انسانی در ایران

با توجه به رابطه دو طرفه توسعه انسانی و توزیع فرصت ها در فرآیند رشد و توسعه، بهبود توسعه انسانی که از طریق ایجاد فرصت های یکسان در مناطق مختلف امکان پذیر است، به عنوان عامل اصلی در پیشبرد اهداف در سطح ملی و منطقه ای، ضرورت دارد؛ و از طرف دیگر، از شیوه های بهبود شاخص توسعه انسانی، توجه به مولفه های اثرگذار منطقه ای و ملی است و بنابراین، بررسی و شناسایی چگونگی توزیع فرصت ها در یک منطقه، جهت بهبود توسعه انسانی ضرورت دارد. در این پژوهش، فرصت ها در پنج بعد اقتصادی، زیربنایی، اجتماعی- فرهنگی، دانش، و بهداشتی- زیست محیطی در قالب یک مدل دسته بندی شده و ارتباط آنها با توسعه انسانی برای استان های ایران در طی دوره زمانی 1397-1384 با رویکرد داده های تابلویی و از روش تحلیل مولفه اصلی، مورد تحلیل و بررسی قرار گرفته است؛ که نتایج، نشان دهنده تاثیر مثبت توزیع فرصت ها در ابعاد مختلف بر توسعه انسانی می باشد. بنابراین، می باید برنامه ریزی های مناسب در تخصیص فرصت ها و بخصوص فرصت های اقتصادی در استان ها انجام پذیرد تا سیاست های عدالت محور بتوانند به ارتقای توسعه انسانی کمک کنند؛ که از جمله این سیاست ها، می توان به سیاست های تمرکززدایی مالی و اقتصادی اشاره نمود. همچنین افزایش عدالت در فرصت های بهداشتی و زیست محیطی و دانش، می تواند به بهبود سلامت روحی و جسمی و ارتقای مهارت افزایی منجر شده و اثر مثبتی بر توسعه انسانی در پی خواهد داشت.

considering the two-way relationship of human development and distribution of opportunities in the process of growth and development, the improvement of human development, which is possible through the creation of equal opportunities in different regions, as the main factorin advancing the goals at the national level and regional, it is necessary; and on the other hand, one of the ways to improve the human development index is to pay attention to regional and national influencing factors, and therefore, it is necessary to investigate and identify how opportunities aredistributed in a region in order to improve human development.in this research, opportunities are categorized in five economic, infrastructure, social-cultural, knowledge, and health-environmental dimensions to form a structural model for their relationship with human development for ran provinces during the period of 2005-2018 byusing panel data andprincipal component analysis method.the results show the positive effect of opportunities distribution in different dimensions on human development. therefore, appropriate planning should be done in allocating opportunities and especially economic opportunities in the provinces so that justice-oriented policies can helppromote human development. also, the increase of justice in health and environmental opportunities and knowledge can lead to the improvement of mental and physical health and the improvement of skills and will have a positive effect on human development.
