ارزیابی تاثیر بهبود کیفیت مقررات کار، اعتبار و کسب و کار بر رشد اقتصادی (مطالعه تعدادی از کشورهای در حال توسعه و توسعه‌یافته با تاکید بر ایران)

در این مقاله، اثر مقررات کار، اعتبار و کسب و کار بر رشد اقتصادی در تعدادی از کشورهای در حال توسعه و توسعه یافته در دوره 2012-2000 مورد بررسی قرار گرفته است. بدین منظور، از داده های پانل در چارچوب یک مدل رشد درونزا استفاده شده است. داده های مربوط به مقررات کار، اعتبار و کسب و کار از زیربخش پنجم شاخص آزادی اقتصادی موسسه فریزر که به همین نام است، استخراج شده است. مقدار بالاتر این زیرشاخص به معنی بهبود وضعیت مقررات کار، اعتبار و کسب و کار می باشد که بر این اساس، با توجه به تئوری اقتصادی و مطالعات انجام شده، انتظار می رود مقررات کار، اعتبار و کسب و کار، تاثیر مثبتی روی رشد اقتصادی داشته باشد. نتایج حاصل از برآورد مدل نشان می دهد که به طور کلی، بهبود وضعیت مقررات کار، اعتبار و کسب و کار روی رشد تمامی کشور های نمونه و به طور خاص، کشورهای با درآمد بالا تاثیر مثبت و معناداری دارد؛ چون این کشورها از ساختار نهادی قوی تری برخوردارند. از بین اجزای مقررات کار، اعتبار و کسب و کار نیز جزء مربوط به مقررات بازار نیروی کار، بیشترین اثر را بر رشد اقتصادی دارد؛ اما اثر دو جزء دیگر معنادار نمی باشد.

The Evaluation of the Effect of Improvement in Quality of Labor, Credit and Business Regulations on Economic Growth (Case Study of the Selected Developing and Developed Countries with Emphasis on Iran)

In this research, the effect of labor, credit and business regulations on economic growth is investigated in a sample of developing and developed countries during 20002012. To do this, an endogenous growth model is estimated using panel data approach. Data on labor, credit and business regulations are derived from fifth subcomponent of Economic Freedom Index of Fraser Institute. Higher values of this subcomponent is related to improvement in quality of labor, credit and business regulations and more economic freedom. Based on economic theory and literature review, it is expected that improved quality of labor, credit and business regulations has a positive effect on economic growth. In general, results show that improvement in quality of labor, credit and business regulations affects economic growth positively among all sample countries and especially among highincome countries because these countries have stronger institutions. In addition, out of three components of labor, credit, and business regulations, the component related to labor market regulations has the most positive effect on economic growth; however, the effects of the other two components are not significant.
