تحلیل کارکرد ساختارهای اجتماعی-فرهنگی محرک و توسعه‌دهنده‌ی شهر خلاق موسیقی، مطالعه‌ی موردی: شهر سنندج

نیروها و امکانات مختلف شهر خلاق با پرورش و بهره‌برداری از قابلیت‌های شهر به وجود می‌آیند که در ابعاد گوناگون توسعه شهری را به دنبال خواهند داشت. شهر خلاق سنندج با وجود اینکه در حوزه‌ی فرهنگ و هنر و به‌ویژه موسیقی، از دیرباز فعال بوده و در چند سال اخیر نیز ثبت جهانی شده است ولی کارکرد آن نسبت به شرایط مطلوب فاصله دارد و دامنه‌ی فعالیت‌های آن در سطح بین المللی فراگیر نشده است. ضعف بخش‌هایی از ساختارهای اجتماعی-فرهنگی می‌تواند زمینه‌ی کاهش پرورش و بهره‌برداری از قابلیت‌های شهر خلاق سنندج را به دنبال داشته باشد. از این‌رو، در پژوهش حاضر با هدف تبیین پیشنهادات کاربردی برای توسعه شهر خلاق موسیقی سنندج، به بررسی کارکرد مولفه‌های اجتماعی-فرهنگی و عوامل محرک و توسعه دهنده آن پرداخته می‌شود. روش پژوهش به‌لحاظ هدف کاربردی است. از آزمون فرض تی تک نمونه‌ای و مدل رگرسیون چندگانه برای بررسی و تحلیل داده‌ها استفاده شده است. یافته‌ها نشان می‌دهند که شهر خلاق موسیقی سنندج بر مبنای اکثر شاخص‌های مشاهده‌پذیر مولفه‌های قابلیت و استعداد سرمایه‌ی انسانی، تنوع فرهنگی-اجتماعی، سرمایه‌ی اجتماعی محرک و جاذبه‌های گردشگری ساختار اجتماعی-فرهنگی از کارکرد مناسب و قابل‌قبولی برخوردار است. شاخص‌های با کارکرد مناسب به سرمایه‌ی انسانی و اجتماعی و همچنین هویت شهر سنندج مربوط می‌شوند که پیشران‌ها و کلان‌روند‌های موثر بر توسعه‌ی امورات و فعالیت‌های هنری را به وجود آورده‌اند و با وجود محدودیت‌های مختلف، زمینه‌ی پیدایش شهر خلاق موسیقی سنندج را فراهم نموده‌اند. به‌منظور ارتقای کیفیت‌ها و کمیت‌های وابسته به امر میزبانی شهر سنندج در فرایند برگزاری رویدادها و همچنین برای گسترش و توسعه‌ی آتی شهر خلاق موسیقی سنندج، افزایش مطلوبیت و فعالیت موسسات و مکان‌های گردشگری، فعالیت نخبگان، فرهیختگان و مشاهیر بومی، حمایت رسانه‌های اجتماعی، فعالیت انجمن‌ها و مراکز علمی، آزادی‌های فردی و اجتماعی و زمینه‌سازی برای تولید موسیقی باید در اولویت‌های برنامه‌ریزی قرار گیرند.

analysis of the performance of socio-cultural structures stimulating and developing the creative city of music (case study: sanandaj city)

the various forces and facilities of a creative city like sanandaj, are provided by developing and applying the city’s capabilities, which lead to urban development in various dimensions. moreover, the creative city of sanandaj has been active for a long time in the field of culture and art, especially music, and has been globally registered in the last few years. however, sanandaj’s operation is far from the optimal level and the scope of its activities is not extensive at the international level. the shortcomings in parts of its socio-cultural structures, may lead to the reduction of the utilization of this creative city’s capabilities. therefore, the present study aims to explain the practical proposals for the development of sanandaj as a creative city in musical field, by investigating the performance of the socio-cultural components and the factors stimulating and developing it. this research is an applied type in which the one-sample t-test and regression model are used to examine and analyze the data. the results indicate that sanandaj, as a creative, and musical city, has an acceptable and proper performance according to most of the observable indicators of the following socio-cultural structure components including the ability and talent of human capital, socio-cultural diversity, stimulating social capital, and tourism attractions. indicators with proper performance are related to human and social capital as well as the identity of sanandaj city, which have created stimulators and macro-trends influencing the development of artistic affairs and activities, and have paved the way for the formation of sanandaj as a creative city of music, despite of the presence of various constraints. to enhance the qualities and quantities related to the hosting of sanandaj city in the process of holding events, as well as for its future expansion and development as a creative city of music, it is required to prioritize the following actions in the plans: to enhance the desirability of tourist attractions, to promote the activities of elites, scholars, and local celebrities, to support social media and the activities of scientific associations and centers, to promote individual and social freedoms, and to pave the way for the music production.
