تحلیل ساختاری عوامل موثر بر شکل‌گیری و رشد فرم فضایی شهرها (نمونه موردی: شهر ساری)

رشد سریع شهرها در سراسر جهان، زمانی اتفاق افتاد که شهرها توانایی ارائه‌ی خدمات را به جمعیت شهری به ‌سرعت در حال رشد خود نداشتند و این امر موجب پراکنده‌رویی و از بین رفتن اراضی لبه‌ی شهرها، افزایش شهرک‌های غیرقانونی و حاشیه‌ای شد. توجه به توسعه‌ی کالبدی شهر، یک ضرورت اساسی در برنامه‌های توسعه‌ی شهری محسوب می‌شود. در ایران گسترش سریع فیزیکی شهرها در قالب رشد بدون برنامه و ناموزون در راستای علل مختلف ازجمله مهاجرت‌های بی‌رویه یکی از مشکلات اساسی شهرها محسوب شده که پدیده‌ای تحت عنوان پراکنده‌رویی از نتایج رشد این گونه است. هدف از پژوهش حاضر، شناسایی و تحلیل عوامل تاثیرگذار بر توسعه‌ی کالبدی فضایی ساری است. تحقیق حاضر به‌لحاظ هدف از نوع کاربردی است و با توجه به ماهیت، توصیفی تحلیلی است. داده‌های نظری با روش اسنادی و داده‌های تجربی به روش پیمایشی تهیه ‌شده است. در تهیه‌ی پیشران‌های توسعه از روش مطالعات اسنادی و داده‌های تجربی روش پیمایشی براساس روش دلفی استفاده ‌شده است. با توجه به معیارهای فوق، تعداد 20 نفر از خبرگان و متخصصان مراکز دانشگاهی و پژوهشی برای شرکت در پژوهش انتخاب ‌شده‌‌اند. در پردازش اطلاعات از روش تحلیل اثرات متقابل ساختاری در نرم‌افزار micmac استفاده ‌شده است. براساس نتایج به‌دست‌آمده مهم‌ترین عوامل موثر بر رشد فرم فضایی ساری به ترتیب عواملی چون ناکارآمدی مدیریت شهری، وجود اراضی مرغوب کشاورزی، قیمت زمین، ضعف و عدم رعایت سلسله‌مراتب شبکه‌ی ارتباطی، سیاست واگذاری زمین و مسکن، مرکزیت استان و تجهیز آن به خدمات برتر منطقه‌ای هستند.

structural analysis of factors affecting the formation and growth of the spatial form of cities: a case study on sari city

the rapid growth of cities around the world occurred at a time when cities were unable to provide services to their rapidly growing urban population, leading to the dispersal of land on the edge of cities, the proliferation of illegal and marginal settlements. considering the physical development of the city is a basic necessity in urban development programs. in iran, the rapid physical expansion of cities in the form of unplanned and unbalanced growth for various reasons, including involuntary migration, is one of the main problems of cities, as a result of which the phenomenon of urban sprawl occurs. the purpose of this study is to identify and analyze the factors affecting the physicalspatial development of sari. the present applied research is analyticaldescriptive. theoretical data have been prepared through documentary method and experimental data have been prepared through survey method. in preparing the development drivers, the delphi method has been used. according to the above criteria, 20 experts and specialists of academic and research centers have been selected to participate in the research. in data processing, structural interaction analysis method has been used in mic mac software. based on the obtained results, the most important factors affecting the growth of sari spatial form include factors such as inefficient urban management, high quality agricultural land, land price, weakness and nonobservance of communication network hierarchy, land and housing transfer policy, as well as being the center of the province and equipped it with superior regional services.
