ارزیابی پایداری محله های منطقه 18 شهرداری تهران با تاکید بر محله‌های یافت‌آباد شمالی و جنوبی

امروزه با ناکامی اهداف توسعه‌‌ی پایدار، محله‌های شهری به عنوان مقیاس بهینه برای پایداری کلان‌شهرها شناخته شده‌اند همچنین آسیب‌شناسی محله‌ها از لحاظ محیط‌زیست، اجتماعی، اقتصادی و کالبدی و کنترل و ساماندهی آنها در محدوده‌‌ی محلات آسان‌تر و سریع‌تر انجام انجام می‌پذیرد. برای دست‌یابی به پایداری در سطح محله‌های شهری، در گام نخست باید جایگاه و فاصله‌‌ی محله از آرمان‌های توسعه‌‌ی‌پایدار مورد ارزیابی قرار گیرد و در گام دوم به اولویت‎بندی ابعاد و شاخص‌های پایداری برای ارتقای پایداری محله‌های شهری پرداخته شود. در پی دست‌یابی به این گام‌ها، محله‌های شهرداری منطقه 18 تهران به عنوان نمونه انتخاب شد. مقاله حاضر از نظر هدف کاربردی و از نظر روش توصیفی پیمایشی است. برای ارزیابی پایداری محله‌های منطقه 18 از روش منطق فازی و سیستم اطلاعات جغرافیایی و برای اولویت‌بندی شاخص‌های ارتقای پایداری محله یافت‌آباد(شمالی و جنوبی) از پرسش‌نامه استفاده شده است. یافته‌ها نشان می‌دهد که پایداری محله‌های منطقه 18 شهرداری تهران در سطح متوسط به پایین و محله یافتآباد (شمالی و جنوبی) در سطح نسبتاً نامطلوب و نامطلوب  قرار دارد. برای ارتقای پایداری محله‌‌ی یافت‌آباد شمالی و جنوبی، شاخص‌هایی که در بعد اقتصادی قرار دارند در اولویت اول، شاخص‌های بعد اجتماعی فرهنگی در اولویت دوم، شاخص‌های بعد زیست محیطی در اولویت سوم و شاخص‌های بعد کالبدی زیرساختی در اولویت چهارم قرار دارند.

Assessing Neighborhood Sustainability in District 18 of Tehran Municipality: A Case Study on Yaft Abad

Today, with the failure of sustainable development goals, urban neighborhoods are recognized as the optimal scale for the sustainability of metropolises. Also, the pathology of neighborhoods in terms of their environment, social, economic and physical status as well as their control and organization is easier and faster. To achieve sustainability at the level of urban neighborhoods, first, the position and distance of the neighborhoods from the ideals of sustainable development should be evaluated, and second, the dimensions and indicators of sustainability should be prioritized to promote the neighborhoods sustainability in urban areas. To achieve these objectives, this applied research has used a descriptivesurvey method to examine the neighborhoods of District 18 of Tehran Municipality as the study sample. A questionnaire was used to assess the sustainability of the neighborhoods in District 18 using the fuzzy logic method and GIS. Moreover, to prioritize the indicators for improving the sustainability of Yaft Abad Neighborhood (Northern and Southern Yaft Abad), a questionnaire was used. Findings show that the sustainability of the neighborhoods in District 18 of Tehran Municipality is at a moderate to low level and the sustainability of Yaft Abad Neighborhood is at a relatively low to completely low level. To promote the sustainability of the Northern and Southern Yaft Abad, the economic indicators are in the first priority, the sociocultural indicators are in the second priority, the environmental indicators are in the third priority and the physicalinfrastructure indicators are in the fourth priority
