بررسی و تحلیل تخلفات ساختمانی و تبیین عوامل کلیدی تاثیر گذار بر آن (مطالعه موردی شهر یزد)

برنامه ریزی فیزیکی-کالبدی شهرها در راستای توسعه پایدار شهرها تهیه می شود، اما این برنامه ریزی ها همواره با مشکلاتی روبرو هستند، یکی از این مشکلات وقوع تخلفات ساختمانی زمان در زمان اجرای طرح های فیزیکی می باشد که سیمای شهر را تغییر می دهد. این پژوهش دو هدف دارد، ابتدا تخلفات ساختمانی و نحوه برخورد با این تخلفات مورد بررسی و تحلیل خواهد گرفت، در مرحله بعد عوامل کلیدی و تاثیر گذار در بروز تخلفات ساختمانی مورد اکتشاف و تحلیل خواهد گرفت، روش تحقیق توصیفی – تحلیلی و تحلیل اکتشافی بر مبنای اکتشاف عامل کلیدی در بروز تخلفات ساختمانی می باشد. مهمترین عوامل تاثیر گذار در بروز تخلفات ساختمانی  ابتدا با استفاده روش دلفی(سه مرحله) با نظر خواهی از کارشناسان مورد کاوش قرار گرفت که 46 عامل به عنوان عامل های تاثیر گذار انتخاب شدند ، در مرحله بعد با استفاده از نرم افزار میک مک  15 عامل به عنوان مهم ترین عامل های  تاثیر گذار انتخاب شده اند. نتایج نشان می دهد، اولاً تخلفات ساختمانی  از سال1391 تا 1395، پنج برابر شده است، دوما بیشترین تخلفات ساختمانی در کاربری های مسکونی با مقدار 0.74 بوده است و بیشترین برخورد شهرداری با تخلفات ساختمانی استفاده از ابزار جریمه با مقدار 0.72 بوده است. در نهایت مهمترین عوامل کلیدی مورد تحلیل و ارزیابی قرار گرفت که نتایج نشان می دهد، در بروز تخلفات ساختمانی چهار عامل یعنی شهرداری، قوانین، درآمد زایی سودجویی و آگاهی مردم بیشترین تاثیرگذاری را در بروز تخلفات دارند.

Investigation and analysis of construction violations and explaining the key affecting factors (A case study of Yazd city)

Physical planning of cities is being prepared for the sustainable development of cities, but these plans are always faced with problems, one of these problems is the occurrence of construction violations during the execution of physical plans that change the city's image. This research has two goals, first, the construction violations and the way to deal with these violations will be examined and analyzed, In the next step, the key and affecting factors in the occurrence of construction violations will be explored. The research method is descriptiveanalytical and the exploration analysis is based on the exploration of the key factors in the occurrence of constructional violations. The most important factors affected in the occurrence of construction violations were initially investigated with the views of the experts using the Delphi method (three steps) which 46 factors were selected as effective factors, In the next step, using Micmac software, 15 factors were selected as the most influential factors.  The results show that, firstly, construction violations have been 5 times higher from 1391 to 1395, and secondary the most constructional violations has been in residential applications with a value of 0.74 and the greatest deal of the municipality with constructional violations was the use of fines with a value of 0.72. Finally, the most important key factors were analyzed and evaluated. The results show that in the case of constructional violations, the four factors, namely, the municipality, laws, income, Profit Seeking and public awareness have the most impact on violations.
