تحلیل اثرات صندوق کارآفرینی امید در توسعه اقتصادی سکونتگاه های روستایی(مطالعه موردی: شهرستان خوی)

امروزه توسعه اقتصادی سکونتگاه‌های روستایی مهم‌ترین راهکار توسعه روستایی در کشورهای جهان سوم محسوب می‌شود موسسات مالی و صندوق‌های قرض‌الحسنه زیادی وجود دارند که می‌توانند از طریق ارائه اعتبارات خرد با بهره کم نقش بسزایی در توسعه اقتصادی روستاها در بخش‌های مختلف، کارآفرینی، اشتغال‌زایی و توسعه اقتصادی داشته باشند از این رو پژوهش حاضر به تحلیل اثرات صندوق کارآفرینی امید در توسعه اقتصادی سکونتگاه‌های روستایی شهرستان خوی می‌پردازد. مطالعه حاضر از نظر هدف کاربردی و از جهت روش توصیفی تحلیلی است. گردآوری اطلاعات با بهره‌گیری از دو روش کتابخانه‌ای و میدانی مبتنی بر پرسشنامه محقق ساخته صورت گرفته است. همچنین به منظور تجزیه و تحلیل اطلاعات، از مدل تصمیم گیری چند معیاره (topsis) فازی و نرم‌افزار‌های expert choice، spss ، gis استفاده شده است. نتایج رگرسیون جهت بررسی میزان اثرات صندوق کارآفرینی امید در توسعه اقتصادی سکونتگاه‌های روستایی خوی، گویای تاثیرات زیاد صندوق کارآفرینی امید در توسعه اقتصادی روستا‌های مورد مطالعه است. همچنین ضرایب بتا نشان دادند که در بین شاخص‌های توسعه اقتصادی وارد شده به معادله رگرسیون، سهم صندوق کارآفرینی امید در شاخص کاهش وابستگی اقتصادی به دیگران بیشتر از سایر شاخص‌های اقتصادی می‌باشد. در ادامه نیز، به منظور شناسایی نقش صندوق کارآفرینی امید در هر یک از شاخص‌های اقتصادی به شناسایی اثرات مستقیم و غیرمستقیم متغیر مستقل بر متغیر وابسته پرداخته شده است. هر یازده شاخص، در سطح p=0/000 (99 درصد اطمینان) رابطه مستقیمی و غیرمستقیمی با صندوق کارآفرینی امید داشتند. در ادامه نیز، جهت بررسی و رتبه‌بندی شاخص‌های توسعه اقتصادی، با توجه به صندوق کارآفرینی امید، از نرم افزار expert choice استفاده شده است. نتایج نشان داد، شاخص افزایش سطح تولیدات به مقدار وزن به دست آمده 0.130، بیشترین میزان اهمیت و شاخص کاهش پیش فروش تولیدات به واسطه با مقدار وزن 0.065، کمترین میزان اهمیت را از دیدگاه متخصصان به خود اختصاص داده‌اند. در نهایت نتایج تحلیل فضایی سکونتگاه‌های روستایی با استفاده از مدل تاپسیس، بیانگر آن است که بیشترین کارآمدی در توسعه اقتصادی از لحاظ ایجاد طرح‌های اشتغال‌زایی در روستای مهلذان(رتبه 1) با میزان ارزش عددی 0.70 را داشته است و سایر روستاها در رتبه‌های بعدی قرار دارند.

Analysis of the Effects of Omid Entrepreneurship Fund on the Economic Development of Rural Settlements (Case Study: Khoy County)

. There are many financial institutions and good credit funds that can play a significant role in economic development by providing lowinterest microcredit. Villages in different sectors should entrepreneurship, job creation and economic development, etc. Therefore, the present study investigates the effects of the Omid Entrepreneurship Fund on the economic development of rural settlements in Khoy city. The present study is applied in terms of purpose and descriptiveanalytical method. Data collection was done using two methods of library and field based on a researchermade questionnaire. Also, in order to analyze the information, fuzzy multicriteria decision model (TOPSIS) and Expert choice software, SPSS, GIS have been used. The results of regression to examine the effects of Omid Entrepreneurship Fund on the economic development of Khoy rural settlements, indicate the high impact of Omid Entrepreneurship Fund on the economic development of the studied villages. Beta coefficients also showed that among the indicators of economic development included in the regression equation, the share of Omid Entrepreneurship Fund in the index of reducing economic dependence on others is higher than other economic indicators. In order to identify the role of Omid Entrepreneurship Fund in each of the economic indicators, the direct and indirect effects of the independent variable on the dependent variable have been identified. All eleven indicators had a direct and indirect relationship with the Entrepreneurship Fund at the level of p = 0.000 (99% confidence). In order to review and rank the indicators of economic development, according to the Omid Entrepreneurship Fund, Expert Choice software has been used. The results showed that the index of increasing the level of production to the amount of weight obtained was 0.130, the highest importance and the index of decreasing the presale of products due to the weight of 0.065, the least important from the perspective of experts. Finally, the results of spatial analysis of rural settlements using the TOPSIS model indicate that the most efficient in economic development in terms of creating employment projects in the village of Mahlzan (rank 1) with a numerical value of 0.70 And other villages are in the next ranks.
