تحلیل پیشران‌های کلیدی اثرگذاری شاخص‌های روستای خلاق بر پایداری سکونتگاه‌های روستایی با رهیافت آینده‌پژوهی (مطالعه موردی: منطقه سیستان)

در بازۀ زمانی کنونی، رهیافت روستای خلاق به عنوان دیدگاهی نو در زمینۀ توسعۀ روستایی تلاش دارد تا بستر زندگی با کیفیت و خلاقانه را در مناطق روستایی مهیا سازد. بنابراین هدف مطالعۀ حاضر استخراج شاخص‌های روستای خلاق در سکونتگاه‌های روستایی منطقۀ سیستان و شناسایی پیشران‌های کلیدی موثر برای گسترش زمینه‌های خلاقیت روستاییان است. برای این منظور از روش تحلیل اثرات متقاطع استفاده شد. اطلاعات مورد نیاز در قالب پرسشنامه دلفی و با استفاده از نظر متخصصان استخراج گردید و پیشران‌های کلیدی اثرگذار بر خلاقیت روستاییان شناسایی گردید. نمونۀ مورد مطالعۀ شامل 29 نفر از کارشناسان در منطقه سیستان می‌باشند که به صورت هدفمند انتخاب شدند. نتایج نشان می‌دهد که در مجموع تعداد 6 مولفه (انعطاف‌پذری، ابتکار، ترویج و آموزش، خطرپذیری، رهبری و مشارکت) با 69 شاخص در شکل‌گیری روستای خلاق اثرگذارند که در این بین 18 شاخص به عنوان پیشران‌های کلیدی انتخاب شدند. از بین 18 پیشران، تعداد 6 پیشران‌ بیشترین اثرگذاری و کمترین اثرپذیری را داشتند که شامل ورود اهالی روستا به فعالیت‌های جدید و نوآورانه (با اثرگذاری 32)، میزان توانایی مدیران محلی برای هدایت روستا در راستای توسعۀ روستای خلاق (با اثرگذاری 26)، استقبال و پذیرش خلاقیت توسط ساکنین محلی روستا در منطقه (با اثرگذاری 23)، توسعه ایده‌های خلاقانه جهت بهبود مشارکت مردمی (با اثرگذاری 23)، اعتماد به افراد تحصیل‌کرده در تصمیم‌گیری‌ها و مدیریت (با اثرگذاری 21) و آموزش و انگیزه بخشی به کارآفرینان در محیط‌های روستایی (با اثرگذاری 21) می‌باشند. بنابراین رهیافت روستای خلّاق به عنوان یک رویکرد مفید و کارامد برای رفع موانع توسعه در سکونتگاه‌های روستایی پیشنهاد می‌گردد.

Analysis of Affecting Key Drivers of Creative Village Indicators on the Sustainability of Rural Settlements with a Future Study Approach(Case Study: Sistan Region)

In the current period, the creative village approach as a new perspective on rural development seeks to provide a quality and creative living environment in rural areas. Therefore, the aim of the present study is to extract the characteristics of creative villages in rural settlements of Sistan region and to identify key effective drivers for expanding the fields of rural creativity. For this purpose, the crosssection analysis method was used. The required information was extracted in the form of Delphi questionnaire using the opinion of experts and the key drivers affecting the creativity of villagers were identified. The study sample includes 26 experts in Sistan region who were purposefully selected. The results show that a total of 69 indicators affect tourism in Sistan, of which 18 indicators were selected as key drivers. Out of 18 drivers, 6 had the most impact and the least impact, including Trust in educated people in decisionmaking and management, Welcoming and accepting creativity by local villagers in the area, Support of villagers and local officials from projects Entrepreneurship presented in the rural environment, entry of villagers into new and innovative activities, the ability of local managers to lead the village in the development of creative village and development of creative ideas to improve public participation. So creative village approach as a useful approach to removing barriers to development in rural settlements is suggested.
