تحلیلی بر وضعیت موجود و مطلوب ارائه خدمات دولت الکترونیک در مناطق روستایی استان همدان

محور توسعه روستا ها در آغاز هزاره سوم میلادی بر مبنای جامعه اطلاعاتی است و توسعه فناوری اطلاعات و ارتباطات در روستا ها از جمله اهدافی بوده که در اجلاس سران کشور ها مورد توجه قرار گرفته است. دفاتر خدمات فناوری اطلاعات و ارتباطات (فاوا) زمینه ساز توسعه دولت الکترونیک بوده و شناخت لازم از وضعیت این دفاتر یک ضرورت مسلم برای توسعه آن ها است. هدف پژوهش حاضر، بررسی مقایسه ای وضعیت موجود و مطلوب ارائه خدمات دولت الکترونیک در مناطق روستایی استان همدان(شهرستان های همدان، بهار و فامنین) از دید گاه کار گزاران دفاتر فاوای روستایی بود. جامعه آماری پژوهش شامل 91 نفر از کار گزاران این دفاتر بوده که با روش تمام شماری انتخاب شدند. نتایج به دست آمده شامل دو قسمت می باشد که در ابتدا به رتبه بندی گویه های میزان رضایت از فعالیت در دفاتر فاوا روستایی، وضعیت موجود و مطلوب ارائه خدمات الکترونیکی با استفاده از ضریب تغییرات پرداخته شد و سپس وجود شکاف بین این دو وضعیت مورد واکاوی قرار گرفت که نتایج نشان می دهد بین وضعیت موجود و مطلوب ارائه خدمات دولت الکترونیک در مناطق روستایی مورد مطالعه با استفاده از آزمون  tهمبسته در سطح 0.05 و با مقدار 6.33 تفاوت معنا داری وجود دارد که بیانگر وجود شکاف و فاصله بین این دو وضعیت می باشد.

An analysis of current and desirable situation of electronic government service provision in rural areas of the Hamedan province

The informative society is seen as the central element of rural development at the beginning of the third millennium and the development of information technology and communication in villages has always been considered in current summits across the world. Nowadays, information and communication technology service offices are the basis of electronic government. Therefore, recognition of these offices is necessary for sustainable rural development. The purpose of this research was a comparative analysis between the current situation and the desirable situation of egovernment services in the rural districts of the Hamedan province as perceived by their directors (Hamedan, Bahar and Famenin Counties). The study population consists of 91 respondents who were chosen and studied through the census method. The findings of this research study consist of two sections. The items related to satisfaction with the activities in information and communication technology service offices were prioritized in the first section. Moreover, the current and the desirable conditions for electronic service provision were identified. The gap between these two were analyzed in the second section. The results indicate that there is a significant difference between these two conditions of electronic service provisions in rural areas. This significant difference was recognized through the paired T test at the 0.05 level with 6.33 value that illustrates the existence of a gap between these two situations.
