برآورد ارزش‌ حفاظتی مواهب طبیعی پارک ملی خَبر از دیدگاه روستاییان درون پارک و گردشگران با استفاده از روش تمایل به پرداخت

پارک ملی خَبر مهم ترین پارک ملی جنوب شرق کشور است که از تنوع زیستی جانوری و گیاهی و تنوع آب و هوایی روستایی بالایی جهت تفریح برخوردار می‏باشد. بنابراین، مطالعه ارزش‏گذاری پارک ملی خَبر می تواند ارزش واقعی پارک را برای افراد روستایی درون پارک و گردشگران بیان کند و همچنین، می تواند برای تصمیم گیری مدیران تاثیرگذار باشد. در پژوهش حاضر، ارزش حفاظتی مواهب طبیعی این پارک برآورد شده است. برای بررسی عوامل موثر بر میزان تمایل به پرداخت افراد روستایی و گردشگران، الگوی لاجیت و روش گزینش دوگانه دو حدی مورد استفاده قرار گرفت. داده‏های مورد نیاز تحقیق از طریق تکمیل پرسشنامه و مصاحبه حضوری با 228 نفر از افراد روستایی و گردشگران در سال 1394، به مدت سه ماه با استفاده از فرمول عمومی کوکران و نمونه گیری تصادفی جمع‏آوری شد. نتایج نشان داد که متغیرهای جنسیت، تحصیلات، مشارکت های قبلی در کلاس های ترویجی، مشارکت در نهادهای دولتی، بومی بودن افراد و درآمد اثر مثبت و معنی دار؛ سن و مبلغ پیشنهادی اثر منفی و معنی‏دار بر تمایل به پرداخت افراد منطقه دارند. میانگین تمایل به پرداخت ماهیانه هر فرد حدود 18 هزار تومان و متوسط تمایل به پرداخت ماهیانه هر بعد خانوار، 80 هزار تومان به دست آمده است. نتایج نشان داد که افراد روستایی درون پارک و گردشگران برای مواهب طبیعی ارزش بالایی قائل هستند و در نتیجه توصیه می شود دولتمردان و سیاست‏گذاران هم توجه خاصی به این منابع داشته و جهت حفظ و بهبود کیفیت این منابع سرمایه گذاری کنند.

Estimation of the value of conservation of the Khabr National Park’s natural resources from the perspective of villagers and tourists inside the park using willingness to pay

The Khabr National Park is the most important national park that is located in the South East of the country. It benefits from a great deal of animal and plant biodiversity and climate variability that are of great importance for rural recreation. Therefore, the National Park’s valuation could explain its importance to the rural people and the tourists inside the park.as well as affect the decisions of the managers. The main aim of this study is to estimate the value of protecting the natural resources of this national park. The Logit model and a dual twopart selection method was used in order to investigate the factors affecting rural people and tourists’ willingness to pay. The data needed for this research study was collected by completing questionnaires and interviews with 228 persons from local people and tourists in 2015. This activity was carried out for three months using the Cochran general formula and random sampling was used. The results showed that factors such as gender, education, previous participation in promotional classes, participation in state institutions, being a local resident and income have a positive and significant effect while age and the proposed amount have a negative and significant effect on local people’s willingness to pay (WTP). The per person’s average willingness to pay is about 180 thousand Rials and the per family’s average willingness to pay is about 800 thousand Rials per month. The results show that the rural people and the tourists inside the park and other tourists place a high value on the natural resources. Therefore, it is recommended that politicians and policymakers pay special attention to these natural resources and invest more on maintaining and improving the quality of these resources.
