تعیین کارکرد سازمان‌ها در نظام ترویج تکثرگرا در راستای توسعه روستایی ایران

در چند دهه اخیر ضعف کارآمدی فعالیت های بخش دولتی و حضور کارگزاران جدید در عرصه ترویج کشاورزی و توسعه روستایی منجر شد به اینکه نظام های ترویج کشاورزی به تنوع کارکردی و تکثرگرایی ساختاری جهت تسهیل مشارکت بخش های مختلف، اعم از دولتی، خصوصی و غیردولتی (مردم نهاد) روی کنند. هدف این مطالعه، تعیین کارکرد سازمان ها در نظام ترویج تکثرگرا در ایران است. این تحقیق به روش دلفی انجام شد. جامعه آماری این تحقیق را 50 نفر از متخصصان و کارشناسان موضوعی تشکیل دادند. در روش دلفی از نمونه گیری استفاده نمی شود بلکه پانل کارشناسان براساس تخصص موضوعی و تجربه حرفه ای به صورت هدفمند انتخاب می شود. این تحقیق در سه مرحله انجام شد که چهارده سازمان و پنج دسته کارکرد توسط کارشناسان معرفی شدند. پس از حذف گویه هایی که کمتر از 80 درصد نسبت به آنها توافق جامع وجود داشت، کارکردهای هر سازمان به دست آمد. نتایج این تحقیق نشان داد که در یک نظام ترویج تکثرگرا بصورت هم زمان مراکز تحقیقات، شرکت های خصوصی، مراکز ترویج جهاد کشاورزی و شرکت های تعاونی، برنامه های آموزشی و ترویجی برگزار می کنند که مخاطب براساس نیاز، سطح آگاهی کیفیت خدمات به یکی از این سازمان ها مراجعه می کند. در این سیستم فضای رقابتی باعث بهبود کیفیت خدمات می گردد.

Identification of the functions of organizations in a pluralistic extension system for Iran’s rural development

The weak performance of the public sector (in agricultural extension systems) in providing services in recent decades has led to the presence of new agents in the field of agricultural extension and rural development. The resulting functional diversity and pluralism structure including governmental, private and nongovernmental results in the facilitation of the participation of actors in various subjects. The aim of this study is to determine the function of organizations in Iran as a pluralistic extension system. The study was conducted by Delphi. The population of the study were 50 subject experts. The Delphi method of sampling is not used here, but a panel of experts on the subject with expertise and professional experience should be chosen. This research was conducted in three stages. Fourteen organizations and five categories of functioning were introduced by the panel of experts. The function of each organization was identified after removing the items on which there was less than 80 percent overall agreement. The results showed that in a pluralist system the extension of an organization can provide a service in return for payment. Therefore, the audience turns to one of the organizations based on his/her needs and conditions and the choice of the quality of service. Usually, the competitive nature of this work provides for improvement of services.
