رتبه‌بندی سطوح توسعه با استفاده از تکنیک‌های تصمیم‌گیری چند شاخصه (مورد مطالعه: شهرستان بویراحمد)

در فرآیند توسعه روستایی هر چند ارتقاء کلیه مناطق روستایی مهم است، ولی توجه به نواحی محروم و کمتر برخوردار در راستای تامین نیازهای اساسی آنها و تعدیل تفاوت آنها از اهمیت بیشتری برخوردار است. نخستین گام در فرآیند برنامه‌ریزی و توسعه مناطق روستایی، شناخت امکانات و تعیین میزان برخورداری سکونتگاه‌ها از امکانات مختلف توسعه است. به همین منظور هدف از پژوهش حاضر تحلیل و رتبه‌بندی سطوح توسعه و شناخت برخوردارترین و محروم‌ترین دهستان‌ها در سطح شهرستان بویراحمد است. پژوهش حاضر بر اساس هدف کاربردی و بر اساس ماهیت و روش توصیفیتحلیلی است. جامعه آماری تحقیق دهستان‌های از شهرستان بویراحمد است. به منظور ارزیابی و رتبه‌بندی سطوح توسعه دهستان‌ها 38 شاخص بر اساس داده‌های فرهنگ آبادی‌های سال 1395 شهرستان تنظیم شد. این متغیرها با استفاده از روش آنتروپی شانون وزن‌دهی شدند و برای تجزیه و تحلیل داده‌ها از تکنیک topsis استفاده شده است. نتایج نشان می‌دهد که دهستان‌ها از نظر برخورداری از شاخص‌های توسعه در سطوح متفاوتی قرار دارند. به گونه‌ای که از نه دهستان، یک دهستان در طبقه نسبتا توسعه یافته، سه دهستان در طبقه در حال توسعه و پنج دهستان دیگر در طبقه نسبتا محروم از توسعه قرار دارند. برای بهبود و ارتقای وضعیت توسعه دهستان‌ها پیشنهاد شد که در راﺳﺘﺎی دﺳﺘﻴﺎﺑﻲ ﺑﻪ ﺗﻌﺎدل در ﻣﻨﺎﻃﻖ روﺳﺘﺎﻳﻲ شهرستان ﻧﻮﻋﻲ ﺳﻴﺎﺳﺖ ﻋﺪم ﺗﻤﺮکز در ارﺋﻪ ﺧﺪﻣﺎت روﺳﺘﺎﻳﻲ ﻣﻮرد ﺗﻮﺟﻪ ﻣﺴﺌﻮﻟﻴﻦ شهرستان ﻗﺮار ﮔﻴﺮد.

Ranking Development Levels Using Multi-Index Decision Making Techniques (Case Study: Boyer Ahmad County)

Although it is important to improve all rural areas in the process of rural development, it is more important to pay attention to disadvantaged and less privileged areas in order to meet their basic needs and mitigate their differences. The first step in the process of planning and development of rural areas is to identify the facilities and determine the extent to which the settlements have different development opportunities. The aim of this study is to analyze and rank the levels of development and recognition of the most favored and deprived villages in Boyer Ahmad County. This is an applied study based on its purpose and descriptiveanalytical based on the nature and method. The statistical population of the study is the districts of Boyerahmad County. In order to evaluate and rank the development levels of the villages, 38 indices were adjusted based on data from villages in 2016. These variables were weighted using Shannon entropy method and Topsis technique was used for data analysis. The results show that rural areas are at different levels in terms of development indicators. One district is in the relatively developed class, 3 districts are in the developing class, and the other 5 are in the relatively deprived class. In order to improve the status of rural development, it was suggested that in order to achieve balance in rural areas of the city, the attention goes to a decentralization policy in rural servicing.
