ارزیابی عملکرد نظام ارجاع اورژانس اجتماعی در شهرستان تبریز

زمینه و اهداف: هدف از این مطالعه ارزیابی عملکرد نظام جامع ارجاع اورژانس های اجتماعی در شهر تبریز است. مواد و روش ها: مطالعه ی حاضر یک مطالعه ی تلفیقی (کمی و کیفی) می باشد. نظرات صاحبنظران در خصوص وضعیت برنامه با مصاحبه گروهی و مصاحبه فردی و پرسشنامه ی نیمه ساختار یافته مصاحبه جمع بندی و با روش تحلیل محتوایی تحلیل شد. داده های مربوط به عملکرد و خدمات ارائه شده بر اساس اطلاعات ثبت شده در مجتمع سلامت شهید چمران و مرکز بهداشت استان آذربایجان شرقی استخراج و در قالب آمار توصیفی (تعداد و درصد) گزارش شد. یافته ها: بر اساس یافته های مطالعه از بین افراد آسیب پذیر ارجاع داده شده 84درصد مربوط به اعتیاد و 16درصد مربوط به سایر آسیب ها بود. همچنین از 11 آسیب اجتماعی شناسایی شده بعد از اعتیاد بیشترین آمار مربوط به طلاق، همسر آزاری و بازماندگان از تحصیل می باشد و بیشترین ارجاع به سازمان بهزیستی بود. مهم ترین نقاط قوت برنامه، شناسایی افراد آسیب پذیر و هدایت آنها جهت دریافت خدمات حمایتی و فعال شدن سازمان های مردم نهاد و مهم ترین نقاط ضعف آن همکاری ناقص سازمان ها عنوان شد. همچنین در راستای پیشبرد برنامه باید پتانسیل همکاری خوب بهزیستی، هلال احمر و کمیته امداد و از سوی دیگر ضعف همکاری استانداری و شهرداری مورد توجه قرار گیرد. نتیجه گیری: با توجه به یافته ها، یکی از مهم ترین موضوعاتی که باید در راستای ارتقای عملکرد و گسترش نظام ارجاع اورژانس اجتماعی در تبریز در نظر گرفته شود، بهبود مشارکت و همکاری تمامی ذینفعان و سازمان های مرتبط به منظور افزایش اعتماد عمومی به برنامه و همچنین ارتقای عملکرد آن می باشد.

Assessing the Performance of Social Emergency Referral System (SERS) in Tabriz

Background and Objectives: The aim of this study was to assess the performance of Social Emergency Referral System (SERS) in Tabriz. Material and Methods : This was a mixmethod study (quantitative and qualitative). The opinions of the experts regarding SERS were summarized by interview and semistructured questionnaire and analyzed by content analysis method. Performance indicators and service provision were extracted based on recorded data in the health center of Shahid Chamran and the health center of East Azerbaijan province and presented in descriptive statistics. Results : According to the findings of the study, among vulnerable people, 84% were related to addiction and 16% were other problems. Of the 11 detected social harms, after drug addiction, the highest rates refer to divorce, spouse abuse and students who dropeed out of schools and was the largest share of referrals to the welfare organization. The most important strengths of the SERS were identifying vulnerable people and guding them to receive support services and activation of NGOs and the most important weaknesses were the weak cooperation of organizations. Also, for SERS progress, the potential of close cooperation of welfare organization, the Red Crescent and the Relief Committee and the lack of cooperation between provincial government and the municipality should be considered. Conclusion : According to the study findings, in order to improve the performance and expansion of the SERS in Tabriz, one of the most important issues that should be considered, is to improve the participation and cooperation of all stakeholders and related organizations in order to increase public trust in the program and improving its performance .
