روایت اسنادی علل بروز قحطی مناطق جنوبی ایران طی جنگ جهانی اول

قحطی بزرگ سال‌های 1296-1298ه.ش /1917-1919م، طی جنگ جهانی اول ازجمله مباحث تاریخ معاصر ایران محسوب می‌شود که دچار فقر تاریخ‌نگاری است و تا سال‌های اخیر، اهمیت و اثرگذاری آن در تعیین سرنوشت جامعه‌ی ایران مورد غفلت مورخان قرار داشت. انتشار پاره‌ای مقالات و تک‌نگاری‌ها با ذکر مصائبی که مردم ایران به‌واسطه‌ی نقض بی‌طرفی و حضور قوای بیگانه متحمل شدند، موجب شناسایی گوشه‌هایی از فجایع این سال‌ها شد. از همین رو مقاله حاضر تلاش دارد با تاکید بر اسناد منتشرنشده‌ی آرشیو ملی ایران به بررسی سیاست‌های دول درگیر جنگ و سوابق استعمارگرایانه‌ی آن‌ها طی دوره‌ی قاجار و بحران قحطی سال‌های جنگ جهانی اول در مناطق جنوبی ایران بپردازد و به این پرسش پاسخ دهد که چه عوامل در بروز قحطی و اتلاف نفوس مردم این مناطق موثر بوده است؟ نتیجه‌ حاصل از پژوهش نیز حکایت از آن دارد که عوامل مختلفی در قحطی و هلاکت شمار زیادی از ایرانیان طی جنگ جهانی اول دخالت داشته که از مهم‌ترین آن‌ها می‌توان به کشیده شدن دامنه‌ی جنگ به جنوب کشور و حضور بیگانگان ازجمله نظامیان انگلستان اشاره کرد.

Causes of the Famine in Southern Iran during World War I based on Narratives of National Archives

The great famine that occurred in the years 12961298 A.H/19191917 A.D during World War I is a topic in Iranian contemporary history which suffers from poor historiography, and until recently its role and significance in determining the fate of the Iranian society has been neglected by historians. The publication of some articles and monographs that mentioned the disasters striking Iranians due to the violation of impartiality and the presence of foreign forces revealed parts of the calamities of those years. The present article thus aims to study the policies of the warinvolved governments, their colonial records in the Qajar era, and the famine of the years of World War I in southern regions of Iran, and to answer this question that what factors were contributive to the outbreak of the famine and the death of people in these regions. The results show that among the various factors effective in the famine and war casualties during the First World War the extension of war to the south and the presence of foreigners including British troops can be pointed out as some main ones.
