بررسی نقش زمان در سیاست‌گذاری عمومی

هدف پژوهش حاضر بررسی نقش زمان در سیاست‌گذاری عمومی است. سوال اصلی پژوهش این است که چرا باید به زمان در تدوین و اجرای سیاست‌ها اهمیت داد؟ روش پژوهش توصیفی - تحلیلی بوده و نتایج نشان داد که تدوین و اجرای سیاست‌ها فرآیندهایی هستند که در آن سیاست اتخاذ شده باید از لحاظ زمان، هزینه‌ها و منابع، به دقت در ابتدای امر بررسی و تحلیل گردند، تا در صورت امکان به کاهش زمان این فرایندها اقدام نمود. موضوع در جایی مهم و بغرنج می‌گردد که زمان در تصویب طرح‌ها و برخی سیاست‌ها که نیاز به قانونی شدن دارند، به علت وجود ساختارهای متعدد دخیل در امر قانونگذاری طولانی می‌شود. سیاست‌گذار باید با بذل توجه ویژه به زمان در هر مرحله از سیاست‌گذاری از شناخت مشکل گرفته تا تدوین، اجرا و ارزیابی سیاست به عنوان چرخه‌های سیاست‌گذاری از این آفت‌ها و آسیب‌ها دوری نماید تا بر اثربخشی و کارآمدی سیاست‌ها بیافزاید.

a study of the role of time in public policy making

the purpose of the present study is to review the role of time in public policy making. the main research question is why we should pay attention to time in the formulation and execution of policies. the method of study is descriptive analysis and the results showed that the formulation and execution of policies are procedures which basically analyze the adopted policies in terms of time, cost, and resources so that we can undertake measures to decrease their needed time if possible. this subject becomes significant and complicated where lengthy time delay occurs in approving some plans and policies due to various structures involved in the legislation. the policy maker should avoid these harms by paying special attention to time in each of the stages of policy making from recognizing the problem to formulation, execution, and evaluation of the policies in the policy making circles to enhance their efficiency and efficacy.
