بررسی کاربردهای آینده‌‌پژوهی در سیاست‌گذاری عمومی

هدف پژوهش حاضر بررسی کاربردهای آینده‌‌پژوهی در سیاست‌گذاری عمومی است. در این راستا، با روش توصیفی تحلیلی، ضرورت به کارگیری آینده‌پژوهی به منزلۀ یک قلمرو میان‌رشته‌ای در مطالعات علوم سیاسی، کاربردهای آینده‌پژوهی در سیاست‌گذاری‌های عمومی و نیز تفاوت‌های این دو مقوله و روش‌های اجرای آینده‌پژوهی در جامعه و اهداف کلیدی آن بررسی شد. نتایج نشان داد که در حالت کلی، آینده‌پژوهی و سیاست‌گذاری در یک راستا می‌باشند، با این تفاوت که در پیش‌فرض‌ها با یکدیگر تفاوت اساسی دارند. به عبارت دیگر، اگر در سیاست‌گذاری‌های عمومی و برنامه‌ریزی‌ها، آینده‌پژوهی را دخیل کنیم، به نتایج و بازدهی بسیار بیشتری در نظام خواهیم رسید، زیرا آینده‌پژوهی به ساختن آینده می‌پردازد و سیاست‌گذاری نیز در بطن خود به دنبال همین هدف است. حال اگر سیاست‌گذاری‌های عمومی یک کشور براساس نتایج به‌ دست آمده از تحقیقات آینده‌پژوهان سازماندهی شوند، مطمئناً به پیشرفت و عملکرد کشور یا هر نوع سازمانی کمک شایانی خواهد کرد. آینده‌پژوهی در مطالعات سیاسی، محصول ارزش‌های اساسی است. بدین معنا که آینده‌پژوهی باید ریشه در ارزش‌های اساسی داشته باشد. این ارزش‌ها هرچند شامل اعتقادات و باورها می‌شود، ولی برای تبدیل به ارزش‌های اساسی، باید به صورت قانون درآید و عام و فراگیر باشد.

A Survey of the Applications of Futurologyin Public Policy

The purpose of the present study is to survey the applications of futurology in public policy. To this aim, a descriptiveanalytical method was used to explore the necessity of futurology as an interdisciplinary realm of study in political science, the applications of futurology in public policy as well as the differences between these two categories, the implementation methods of future studies in society, and their key objectives. The results showed that in general, futurology and policy are in line with each other but they have basic differences in their premises. In other words, if in public policy and planning we take futurology into account, much better efficient results will be achieved in the country because future studies and policy follow common objectives in their heart, that is to say, building a better future. If public policy in a country is organized based on the results of futurologists’ research, it will have tremendous contribution to the development and performance of the organizations within society. Future research in political studies is the outcome of fundamental values. It means that futurology should originate from basic norms. Although these norms involve people’s beliefs and ideas, they need to turn into a form of general and prevailing law in order to be considered fundamental values.
