سازوکار عملیاتی برای توزیع منصفانه و ثمربخش فرصت‌ها در روند توسعه: با تمرکز بر اصل 44

هدف پژوهش حاضر بررسی و ارائه سازوکارهای مناسب جهت اجرای ثمربخش سیاست خصوصی‌سازی در راستای توزیع منصفانه و ثمربخش فرصت‌ها و منابع است. روش تحقیق کیفی و توصیفی تحلیلی بوده و نتایج نشان داد، در کشورهایی با ضعف نهادهای کارآمد مانند ایران، خصوصی‌سازی از طریق واگذاری بنگاه‌ها، در جهتی مخالف با اهداف قانون اساسی درباره محقق ساختن عدالت اقتصادی پیش رفته و باعث تخصیص ناعادلانه منابع بین اقشار مختلف شده است. به نظر می‌رسد خصوصی‌سازی تدریجی از طریق بهبود فضای کسب و کار، تقویت بخش تعاونی و واگذاری بخشی از بنگاه‌های دولتی به شرکت‌های بزرگ تعاونی و سهامدار شدن اقشار فرودست در این بخش، در دراز مدت از تجمع ثروت در دست عده‌ی کمی جلوگیری کرده و با افزایش مشارکت مردم، منجر به رشد طبیعی بخش خصوصی شده و عدالت اقتصادی با ثباتی را محقق می‌گرداند.

Operational Mechanism for Fair and Effective Distribution of Opportunities in Development process: Focusing on Principle 44

The purpose of the present study is to investigate and present appropriate mechanisms for effective implementation of privatization policy in a fair and productive distribution of opportunities and resources. The results showed that in countries with weak institutions such as Iran, privatization through outsourcing has run counter to the constitutional goals of achieving economic justice and has led to unfair allocation of resources between different strata.  It seems that The gradual privatization by improving the business environment, strengthening the cooperative sector and transferring part of the stateowned enterprises to large cooperative corporations and subsidiaries in the sector, have prevented the accumulation of wealth in the long run and by few Public participation has led to the natural growth of the private sector and the pursuit of stable economic justice. The research method was qualitative and descriptiveanalytical method.
