جایگاه جامعه مدنی و کنشگران غیردولتی در سیاستگذاری عمومی ایران (1392-1384)

جامعه مدنی و کنشگران غیردولتی در عصر جدید از بازیگران مهم صحنه سیاسی و به عنوان یکی از عوامل موثر در مدیریت و اداره جامعه نقش مهمی ایفا کرده و همچنین به صورت ابزاری موثری برای تاثیرگذاردن بر رفتار و عملکرد دولت به ویژه در عقلانی ساختن قدرت دولتی عمل می‌کنند. تبیین جایگاه جامعه مدنی و کنشگران غیردولتی در سیاستگذاری عمومی دولت نهم و دهم به عنوان هدف این پژوهش مدنظر قرار گرفته است. استدلال اصلی این مقاله این است که در دولت نهم و دهم جامعه مدنی و کنشگران غیردولتی در سیاستگذاری عمومی به حاشیه رانده شدند و از نقش و مشارکت محدودی برخوردارند. در این پژوهش سعی شده است با روش توصیفی تحلیلی و گردآوری اطلاعات به شیوه کتابخانه‌ای، جایگاه نهادهای مذکور در سیاستگذاری عمومی دولت‌های نهم و دهم در چارچوب مدل نهادی، و در دو حوزه سیاست داخلی و سیاست خارجی مورد تجزیه و تحلیل شود.

Status of civil society and nongovernmental actors in public policy in Iran (20052013)

Civil society and nongovernmental actors in the new age have played a significant role in political scene and they are effective factors in management and administration of society, as well as effective tool for influencing the behavior and performance of the state, especially in rationalizing of state power. The explanation of the status of civil society and nongovernmental actors in the public policy of the ninth and tenth government has been considered as a research goal. The main argument of this article is that in the ninth and tenth governments, civil society and nongovernmental actors have been marginalized in public policy and have limited role and participation. In this research, it has been tried to analyze the position of the mentioned institutions in the public policy making of the ninth and tenth governments in the framework of the institutional model, and in two areas of domestic and foreign policy, using a descriptiveanalytical method and collecting information in a library.
