بازمهندسی دیپلماسی حج با رویکرد آینده‌پژوهی

الگوی تشریعی فریضه‌ حج به گونه‌ای است که منظومه‌ا‌ی از برکات فردی و جمعی و نیز منافع مادی و معنوی را برای آحاد امت اسلامی و کلان جامعه اسلامی فراهم ساخته است. اجتماع میلیونی، بازه‌ زمانی مشخص، دامنه‌ جغرافیایی معین، همگرایی حول محور باورهای مشترک و...، حج را از ظرفیتی بی‌بدیل با کارکردهای گسترده و متنوع برخوردار ساخته است. ولی پرسش اساسی این است که چه میزان از ظرفیت‌ یادشده تحقق یافته و جهان اسلام در راستای دستیابی به اهداف و کارکردهای حج با چه چالش‌هایی روبه‌رو بوده و بایسته‌های آن کدام است؟نوشته حاضر سعی دارد در پاسخ به پرسش‌های یادشده، با تکیه بر نمایه‌هایی از فلسفه تشریع حج و با استفاده از روش تحلیل مضمون، دیپلماسی حج را به عنوان دالّ مرکزی در مقابله با چالش‌ها و تحقق بخشیدن اهداف معرفی کند و در همین راستا، ترسیم چشم‌انداز روشن از طریق بازمهندسی دیپلماسی حج با رویکرد آینده‌پژوهی را به عنوان راهبرد اساسی و نقطه کانونی دانسته و انعطاف‌پذیری لازم نسبت به عبرت‌آموزی از تجربه‌های چهار دهه گذشته را شرط لازم آن می‌داند. در این میان، ضمن تبیین برخی بایسته‌های بازمهندسی دیپلماسی حج از قبیل همگرایی نخبگانی، معرفی الگوهای نو، خنثا‌سازی حربه ایران‌هراسی و شیعه‌ستیزی و...، گفتمان‌سازی و بصیرت‌افزایی نسبت به ضرورت توسعه و تعمیق دیپلماسی حج مورد تاکید قرار گرفته و به دلیل تنوع و تکثر عرصه‌های گفتمانی در بستر حج، کاربست دیپلماسی گفتمانی را پیشنهاد کرده است.

The Reengineering of Hajj Diplomacy with the Approach of Future Studies

The legislative model of Hajj is such that it provides a system of individual and collective blessings as well as material and spiritual benefits for the Islamic Ummah and the Islamic community in general. The community of millions, a specific period of time, a certain geographical area, and convergence around the pivot of common beliefs, etc., provide Hajj with a unique and multifunctional potential. But the major question is how much of this potential has been realized and what challenges the Islamic world faces to achieve the goals and functions of Hajj and what are the requirements? To answer these questions, this article tries to introduce Hajj diplomacy as a key pillar in facing challenges and achieving goals by relying on the indices of the philosophy of Hajj legislation and using the method of content analysis. In this regard, this study finds a clearer vision through the reengineering of Hajj diplomacy with the approach of future studies as a basic strategy, and it considers the necessary flexibility to learn from the experiences of the past four decades as a necessary condition. Meanwhile, explaining some prerequisites for reengineering Hajj diplomacy, such as elite convergence, introducing new models, and neutralizing Iranophobia and antiShiite tactics, etc., the study focuses on discoursemaking and providing insights into the need to develop Hajj diplomacy. Due to the diversity and multiplicity of these discourses in the context of Hajj, the study suggests the use of discourse diplomacy.
