ساختاردهی مسئله تعارضات مدیریت پسماند بیمارستانی با ترکیب رویکردهای تئوری درام و استراتژی مذاکره و بازتاب مفاهمه

زمینه و هدف: پسماندهای بیمارستانی بعد از رادیواکتیو، به‌عنوان دومین پسماندهای خطرناک مطرح هستند. اگرچه این موضوع، سلامت شهروندان و محیط‌زیست را تهدید می‌کند، ولی اختلاف‌نظر بین نهادهای متولی، مدیریت پسماندهای بیمارستان را با مشکل جدی مواجه کرده است. مدیریت نامناسب از یک‌سو و افزایش حجم این پسماندها به سبب شیوع ویروس کرونا از سوی دیگر، ضرورت پرداختن به این موضوع را دوچندان نموده است.  ، لذا مطالعه حاضر با هدف بررسی و ساختاردهی تعارضات و تناقضات میان ذی‌نفعان این مسئله انجام شد.مواد و روش‌ها: در این مطالعه، ابتدا با استفاده از رویکرد استراتژی مذاکره و بازتاب مفاهمه، مشارکت‌کنندگان مسئله شناسایی شدند. سپس با ترسیم نمودار قدرتعلاقه بازیگران اصلی تعیین  و در نهایت با استفاده از تئوری درام، تقابل و تعارض بازیگران در این مسئله ساختاردهی گردید.یافته‌ها: با توجه به اولویت‌ها و گزینه‌های تصمیم 5 بازیگر اصلی در میز مذاکره، عدم همکاری و کشمکش زیادی بین آنها وجود داردشت. بیشترین کشمکش میان سازمان‌های پسماند و بیمارستان ها شکل گرفت و مهم‌ترین نوع معضل بین سازمان‌ها، معضل رد گزینه های یکدیگر بود.نتیجه‌گیری: تعارضات ناشی از معضل رد گزینه ها را می توان به‌نوعی بهترین نوع از تعارض دانست که با مصالحه و همکاری سازمان‌ها با یکدیگر می توانند بهبود در مسئله را ایجاد کنند. در این حالت با مذاکره، اندکی انعطاف‌پذیری و سازش در مورد گزینه های موجود و یا با اندکی تغییر و نوآوری در ارائه گزینه های جدیدتر، می توان این تعارضات را به همکاری تبدیل نمود.

Structuring the problem of hospital waste management conflicts by combining drama theory and Journey Making

AbstractBackground and Aim: Hospital waste is the second most hazardous waste after radioactive waste. Although this waste threatens the health of citizens and the environment, disagreements between responsible organizations have made the management of hospital waste a serious problem. Inefficient management of this waste and the increase of its volume due to the spread of the coronavirus disease have increased the need to study this issue. So, this issue in the country requires accurate scientific, practical, and technical frameworks calculated according to the waste management law and relevant executive regulations. Therefore, in this study, to improve the interorganizational problems of waste management, the conflicts and contradictions between the stakeholders of this issue were studied and structured.Materials and Methods: In this paper, participants were first identified using the journeymaking method. Then, by drawing a powerinterest diagram, the role of each participant was determined, and the main actors were identified. Next, the problem of hospital waste management actors was structured by the drama theory. Results: The results showed that according to the priorities and decision options of the five main actors at the negotiating table, there are many problems of noncooperation and conflict between them. The most conflict is formed between waste organizations and hospitals and the most important type of problem between organizations is the problem of rejecting each other’s options.Conclusion: Conflicts caused by rejection dilemmas can be considered the best type of conflict that can be improved by compromise and cooperation of organizations with each other. In this situation, these conflicts can be turned into cooperation by negotiating, flexibility, compromise, and of course, innovation in offering newer options.
