مقایسه وظایف نهاد حسبه و مدیریت شهری نوین در ایران

«نهاد حسبه» از اساسی‌ترین نهادهای حکومتی−شهری پیش از دوران آغاز فعالیت‌های نوین شهرداری در ایران به‌شمار می‌رود. هرچند در آن دوره از تاریخ ایران، نظام اداره شهری مبتنی بر محوریت حکومت‌های محلی نبوده، اما نظام عملکردی و نظارتی آن یکپارچه بوده است و تفرقی در اجرا و نظارت بر امور دینی−اخلاقی، اجتماعی−اقتصادی و قضائی−انتظامی وجود نداشته است؛ به سخن دیگر، وظایف اجرا و نظارت در این عرصه‌ها به ‌عهده «نهاد حسبه» بوده است. مقایسه وظایف «نهاد حسبه» و مدیریت شهری در ایران از آن جهت که می‌تواند عرصه‌های جدیدی را فراروی مدیریت شهری امروز قرار دهد، حائز اهمیت است. این بررسی مقایسه‌ای در پژوهش حاضر پس از ترکیب نتایج تحقیقات پیشین در رابطه با وظایف نهاد حسبه از روش فراترکیب انجام شده است. مدل مفهومی حاصل از فرایند فراترکیب مذکور نشان می‌دهد که وظایف اصلی نهاد حسبه مشتمل بر نظارت بر امور قضائی−انتظامی، نظارت بر امور دینی−اخلاقی و نظارت بر امور اجتماعی−اقتصادی بوده است. با مقایسه وظایف نهاد حسبه و مدیریت شهری می‌توان بعدی با مضمون یا با نام «بعد فرهنگی» به حوزه‌های عملکردی مدیریت شهری افزود که وظیفه نظارت بر مسائل فرهنگی و اخلاقی جامعه شهری را به عهده داشته باشد.

A comparison between the institution of Hasbeh and modern urban management in Iran

The institution of Hesbeh had been recognized as one of the basic governmental – municipal institutions before the establishment of modern municipality activities in Iran. However, in that era of Iran's history the city administration system was not based on local governments. But its operation and supervision system was integrated and there was not any disagreement in the implementation and supervision on religious, moral, social, economic, judicial and security affairs. In the other words, implementation and monitoring tasks were assigned to Hesbeh institution. Comparing the responsibilities of Hesbeh institution and modern urban management in Iran is of great importance due to new areas that it can offer to today's urban management. This comparative investigation uses multisynthetic method derived from the combination of recent studies and researches on the responsibilities of Hesbeh institution. Conceptual model resulting from the abovementioned multisynthetic method indicates that essential responsibilities of Hesbeh are as follows: supervision on judicialsecurity affairs, monitoring religiousmoral affairs, organizing socialeconomic affairs. Through this comparison a new aspect called "cultural aspect" can be added to the operational areas of urban management in which controlling and managing cultural and moral issues of society are considered as its new duty.
