ارایه ساختاری جهت ارزیابی عملکرد سطح سازمانی پیمانکاران ازجنبه ایمنی، بهداشت و محیط زیست (hse)

مقدمه: یکی از مولفه‌های اصلی در نظام مدیریت پیمانکاران، ارزیابی عملکرد ایمنی، بهداشت و محیط زیست hse)) آنها می‌باشد. بنابراین، هدف از این مطالعه ارائه ساختاری کاربردی جهت ارزیابی عملکرد hse سطح سازمان پیمانکاران می‌باشد.روش بررسی: در این مطالعه تحلیلی، فاکتورهای اصلی بر طبق هفت عنصر اصلی سیستم مدیریت hse انتخاب گردیدند و در ادامه فاکتورهای فرعی مربوط به هر فاکتور اصلی تعیین شدند. سپس پرسشنامه‌ها جهت وزن‌دهی از نظر درجه اهمیت فاکتورهای اصلی و فاکتورهای فرعی به خبرگان ارسال گردید. بر طبق خروجی نظرات خبرگان، اهمیت نسبی فاکتورهای اصلی و فرعی محاسبه گردید و الگوی ارزیابی عملکرد hse برای سطح سازمان پیمانکاران ایجاد شد. در نهایت به منظور اعتبار‌سنجی، ساختار پیشنهادی در سطح سازمان سه پیمانکار اصلی ساخت وساز یک شرکت تخصصی مادر تخصصی پتروشیمی مورد ارزیابی قرار گرفت.یافته ها: الگوی نهایی از 7 فاکتور اصلی و 119 فاکتور فرعی تشکیل شده است. حداکثر نمره قابل اکتساب 300 وکمترین آن 60 است که بیانگر سطح عملکرد خیلی خوب و خیلی ضعیف از لحاظ hse می‌باشد. نتایج ارزیابی عملکرد نشان داد که پیمانکار اول نمره بالاتری از لحاظ hse نسبت به پیمانکار دوم و سوم کسب نموده است.نتیجه گیری:ساختار پیشنهادی با توجه به جامع بودن آن، می‌تواند برای ارزیابی عملکرد سطح سازمانی پیمانکاران مختلف استفاده گردد که از نتایج ارزیابی می‌توان به عنوان یک ورودی در انتخاب پیمانکاران استفاده کرد. علاوه بر این، پیمانکاران نیز می‌تواند نقاط ضعف سازمانی خود را در زمینه hse شناسایی و جهت رفع آن‌ها و ارتقاء سطح hse خود اقدام نمایند.

Providing an Approach for Evaluating the Organizational Level of Contractors in Terms of Safety, Health and Environment (HSE)

AbstractIntroduction: One of the main components of the contractor management system is the assessment of their Health, Safety, and Environmental (HSE) performance. Therefore, the purpose of this study is to provide a practical structure for evaluating HSE performance at the contractor level.Methods: In this analytical study, the main factors were selected according to the seven main elements of HSE management system and then the subfactors related to each main factor were determined. Then the questionnaires were sent to experts for weighting in terms of the degree of importance of the main factors and subfactors. Based on the output of experts #39;opinions, the relative importance of the main and subfactors was calculated and the HSE performance evaluation model was created in the contractors #39; organization level. Finally, in order to validate, the proposed structure was investigated at the organization level of three main construction contractors of a specialized petrochemical parent company.Results: The final model consists of 7 main factors and 119 sub factors. The maximum achievable score is 300 and the minimum is 60, which indicates a very good and very poor level of performance in terms of HSE, respectively. The performance evaluation results showed that the first contractor has scored higher in terms of HSE than the second and third contractors.Conclusion: Due to the comprehensiveness of proposed structure, it could be used to evaluate the performance of the organizational level of different contractors which the results of the evaluation could be used as an input criterion for the selection of contractors. In addition, contractors can identify their organizational weaknesses in the HSE field and try to eremove them and improve their HSE level.
